Fukushima debacle updates - October 3 - 4 , 2013 - More Tepco incompetence on display , more contamination for the world to absorb..

JP Gov “Analyze groundwater of shallow layer 

and deep layer” → Tepco “Manpower not 

enough”

Fukushima Diary reported Tritium density was stably increasing on the coastal side of reactor1 on 9/4/2013.

In order to see the connection among Tritium density, groundwater flow and the possible direct leakage from reactor1 turbine building, NRA required Tepco to take two sorts of groundwater samples, which one is from the shallow layer of the ground, the other one is from the deeper layer of the ground.

As the reason not to implement the double sampling, Tepco commented they have no sufficient manpower due to making other borings and samplings.


Last M5.8 did cause plant abnormality / Coolant water volume to reactor2 “spontaneously” increased

On 9/20/2013 (JST), M5.8 of the earthquake hit Fukushima plant area.
Tepco was reporting the plant parameters showed no abnormality, but on 10/4/2013, they announced it was observed that the water volume to inject into reactor2 was increased from 1.8 to 2.0 m3/h after the earthquake.
According to Tepco, it wasn’t operated manually. Also, the water volume is not designed to be in sync with the temperature or the pressure inside of the reactor. Tepco stated probably it had something to do with the earthquake.



Tritium keeps increasing upstream of groundwater bypass / Tepco “Under investigation”

3 days have passed but Tritium density is still increasing. At the moment of 10/4/2013, it’s 1.53 times much as last time reported (1,700,000→2,600,000 Bq/m3).
About this constant increasing trend, Tepco announced they are still investigating the cause.

[New leakage] 13,000,000 Bq/m3 of all β nuclide already detected from the near drain to the Pacific

13,000,000 Bq/m3 of all β nuclide (including Strontium-90) was detected in the drain near the newly leaking tank. This is 500 times higher than upstream of the drain. This extremely high reading is the result of the new tank leakage.
This drain is connected the Pacific outside of the plant port.
Strangely, Tepco’s data shows the radioactive density goes lower than the detectable level around the drain outlet of the sea.



Multiple nuclide removing system stopped for abnormality again

The multiple nuclide removing system (ALPS) had a trouble and was stopped on 9/27/2013, but it was stopped again on 10/4/2013.

Because the adsorption tower was stuck, they had the backwash of the filter. However, the drainage was transferred to a wrong tank, the abnormality alarm went off.
Tepco hasn’t experienced having the filter stuck. They didn’t announce what may have caused it stuck.
From their report, the operator manually chose the wrong tank, and also the system let it chosen.This can be both of the mis-operation and the system flaw.

When they say Fukushima is ok, there’s nothing to worry about, they don’t have any basis. The only thing that makes them say so is “Because TV doesn’t report about it”.

It can’t be a reason.

I have been saying there’s not technology, invention has the highest priority.
However, I seem to be wrong.

Tepco is rapidly deteriorating even before inventing anything.

Typhoons are coming near Fukushima plant one after one.
Yesterday they had another leakage, and the leaked water flowed to the sea.

Let’s look into the details of this accident.

1. The tanks were “dipped” in the rainwater. They tried to pump it up but there was no spare tank.
2. They put the water to the contaminated tanks, but the tanks were already 98% full.
3. One of the tanks overflowed for too much water.
4. The tanks were built on the tilted land. They had only a water level indicator in the tank located in the highest place, and they were reading it while the tank located in the lowest place was leaking.
5. They “patrol” the tanks 4 times a day but they didn’t notice the leakage for 12 hours because “it was raining”.
6. The leaked water went to the Pacific straightway, but all they could do was to “put  sandbags in the drain”.
7. Every time a typhoon comes, 1,400 tones of additional water is to be put in the tanks, which are already full.
8. All the other tanks may have the same accident even right now.

Having the new leakage, Tepco held an extraordinary press conference on 10/3/2013.
I would like you to see the photo above. The date is wrong. It wasn’t 10/2, it was 10/3. (They fixed it just when I’m writing this.)
Also, Tepco’s spokesman was sick, he couldn’t talk long due to coughing.

This is the reality. Everything is malfunctioning.

One of the reasons why I was criticized to warn about Fukushima accident was “the best talented engineers must go to nuclear industry”.

Please look at what it is now. This is how “the best skilled engineers work to save the world”.

To follow up more details about the new leakages, I saw Tepco’s website this morning.
Just took a glance, and I found 3 leakages on-going in the plant.

Contaminated water problem is only a part of the entire crisis. However, even that problem can’t be solved. Moreover, the mega corporation -Tepco is falling apart in the grotesque way.

Because the leakage started when they transferred the rainwater to the tank, the leakage may have been continuing for 12 hours at the maximum according to Tepco.
They don’t know when it started nor when it ended.
They patrol the tank areas 4 times a day. The workers checked the tank in the afternoon of 10/3/2013, but they couldn’t distinguish the leakage and the rain. After all, they didn’t the leakage until 20:00 of the day.

According to Tepco, every time it rains heavily like this time, approx. 1,400 tones of rainwater turns to be contaminated water to be transferred to the tanks.
They are surrounding the tank areas by “local dams”. Rainwater is retained in the dams, but because the area is already contaminated, the rainwater immediately turns to be contaminated water. The severely contaminated water must be moved to the tanks.

Currently the tanks are nearly full. It is not know how many more rains it can last.
Other tanks can also leak like this time Tepco stated.

Tepco announced the leaked contaminated water flowed to the outside of the plant port through drain.
Tepco said because it was raining heavily and there was nothing to dam up the leaking water, the contaminated water leaked to the Pacific.
The leaked tank is approx. only 300m from the sea.
The analysis result of the radioactive material in the drain hasn’t been completed.

They dammed the drain with the sandbags but it’s not verified how much of the leaked 430 L flowed to the sea.

Regarding the new tank leakage, Tepco held an extraordinary press conference on 10/3/2013.
In the conference, Tepco stated the tank was tilted from the beginning.
They commented the capacity of the tank is 450 tones. 5 of 450 tones tanks were installed in the tilting area.

On 10/2/2013, Tepco pumped up the rainwater retained in the tank area due to the Typhoon again. They transferred it back to the tanks. Before their transferring, those tanks were already 97.8% full. However because of the shortage of the storage, Tepco tried to put the water up to 98.6%. 
However again, because the tanks are tilted, the lowest tank had the water level almost to the top of the tank to end up causing the leakage.
Additionally, the countertop part had no packing material. It didn’t have the sufficient bolts either.

According to Tepco, the volume of leaked water was 430 L.
About the radioactive density of the water retained in the tank area, Cs-134/137 density was 72,000 Bq/m3 but all β nuclide (including Strontium-90) was 200,000,000 Bq/m3.
All β concentration of the water in the leaked tank was 580,000,000 Bq/m3. It is assumed the leaked water was diluted by rainwater.
