President Obama has no power to order drone killings of non-combatants on American soil, the Justice Department admitted. But one may be surprised by how much flexibility the White House has on semantics when it comes to drones.
Confirmation hearings for John Brennan, the new CIA chief, were a political wrestling match, in which lawmakers were trying to pry from the White House an explanation of where the executive draws the line in its drone strike powers.
The fight culminated in a 13-hour filibustering marathon by Senator Rand Paul, who managed to get an answer from the attorney general. The letter from Eric Holder said the president doesn’t have the authority "to use a weaponized drone to kill an American not engaged in combat on American soil."
RT spoke with Col. Morris Davis, former chief prosecutor for terrorism trials at Guantanamo Bay, who says even this reluctant public limitation of presidential powers over drone killings may prove less restrictive than the general public may believe.
RT: Now that Brennan is confirmed, what impact will he have on the CIA? Will we see much change or just business as usual?
Morris Davis: It remains to be seen. He played a part in the Bush administration during the torture program. He’s been in the White House under the Obama administration and at the heart of the drone program, which doesn’t bode well. But during his confirmation hearings he said that he’d like to get the CIA out of what looks like really military operations, turn it back to the Pentagon. If he follows through on what he said, then, I think, it could be a good thing, but his track record doesn’t bode well.
RT: The White House response was quite unusual: just a very short statement about drones. Did it in any way address concerns about the program or was it just to let the confirmation go ahead?
MD: The letter was from the attorney general. If you recall back during the Libyan conflict – the War Powers Act here in the US says the president has to get permission from Congress after a certain period of time. The Justice Department wouldn’t give the White House the cover they wanted. The Defense Department ultimately shoved it around to the State Department, to Harold Koh, to get an opinion that our operations in Libya didn’t amount to hostilities. The fact that the attorney general in his written letter said that the answer is ‘no’ to Rand Paul’s question is the attorney general’s opinion. But you haven’t seen Barack Obama standing up and saying “No, I promise, I’m not going to use drones in America.”
RT: The administration said it could only kill Americans if they were engaged in combat on American soil. So do they decide who is and who is not a combatant? Should gun owners in Texas worry?
MD: It remains to be seen again. The administration has had a pretty loose use of the English language. You saw it with the white paper that leaked out awhile back where they talked about ‘the threat of imminent attack’. Some people said their definition of ‘imminent’ defied all logic. So how they define ‘combat’ may not be the definition that most ordinary human beings would think of when they think of the term ‘combat’.
RT: Does the statement imply that it can carry out strikes against Americans elsewhere then?
MD: The way it is worded leaves room for interpretation. It clearly is only limited to the US and to the American citizens. I think they left a lot of wriggle room in the way they worded the statement. And they certainly have the past history of being pretty liberal in how they choose to define terms when it suits their interests. The law permits the president to carry out attacks basically whenever and wherever he chooses on anyone. But they refused to release the legal analysis that explains how they interpret the law.
I commend Rand Paul – and I never thought that I’d see the day when I’d commend Rand Paul for standing up for liberty – but certainly yesterday’s 13-hour marathon gave me hope that at least not everyone on Capitol Hill is just bending over and giving up on national security and lets the president do anything he wants.
One of the criticisms of the drone program is that we’ve used it too liberally. Rather than capture people and go through the hassles that we’ve had in Guantanamo, we’ve just chosen to kill people instead. They recently captured Osama Bin Laden’s son-in-law, Suleiman Abu Ghaith. We have him in New York City, where apparently he has been cooperating without being tortured. And he is to be prosecuted in a federal court using the tried-and-true method of giving people a fair trial before the sentence. I am pleased we didn’t use the drone program on him.
And what do you think they plan to use those Drones for ? Well , they aren't going to be hunting rabbits.....

Report Prepared for Obama’s DHS & DOJ targets Survivalists, Patriots & Conservatives as Terrorist Threats
The Southern Poverty Law Center, a group who regularly attacks patriotic Americans by masquerading as a civil rights group, is compiling lists andconducting surveillance on what it calls “patriots”, “survivalists”, and “conspiracy theorists”. Even more disturbing, is the access this group has to the Obama administration’s Department of Justice.
In a report prepared for U.S. Attorney General Eric Holder and Homeland Security Secretary Janet Napolitano, the Southern Poverty Law Center (SPLC) is asking the Federal Government to create a new inter-agency task force which will be dedicated to tracking and taking down conspiracy theorists, survivalists, “Patriot groups” and the “American radical right”.
The Government Supported Attack Group, who is actively creating lists and conducting surveillance on Americans, says the following people need to be tracked by the Federal Government.
- Those who talk about, or believe in Conspiracy Theories.
- Those who talk about or believe in Agenda 21 — a United Nations sustainability plan that was signed by President George H.W. Bush and is part of a plan to impose socialism on America and strip away private property rights.
- Those who believe that the government is poised to take their guns.
- Those who believe the President is trying to impose Socialism on the American people.
- Those who call themselves Survivalist or belong to Patriot Groups.
- Right-wing groups like the Tea Party, the Constitution Party, the Oath Keepers, or other “conspiracy-oriented Patriot groups”
The report was written by J. Richard Cohen, President of the SPLC and a member of the Department of Homeland Security’s Countering Violent Extremism Working Group.
The fact that our government entertains the thoughts of a raving madman is a testament to how far this country has fallen from its founding doctrines. How a person who labels patriotic Americans as a terrorist threat is allowed to work with the federal government, especially at a time when the DHS is in the middle of so many Spying & Drone Scandals, is a complete mystery that should scare the hell out of every American in this country.
We have a government who is declaring war on the thoughts, opinions and principles that founded this country. When a man who declares Patriots to be a “terrorist group” is allowed such high level access to our leaders, there is something seriously wrong with our system.

The stockpiling of millions of rounds of ammo by Homeland "Security", the purchase of 30,000 drones for use in the US as well as 2,900 armored vehicles plus the onslaught of Executive Orders on an almost daily basis et al, certainly lends credence to the article below. Then, too, consider the recent purging of high ranking military personnel. And don't forget the Muslims who are working in high administrative positions in DHS and the State Dept., as well as pushing John Brennan, a converted Muslim, to be considered to be the head of the CIA. Oops! Did I mention The One in the White House, too?

I’ve been told by a number of people that it would be impossible for any person to stage a military or hostile takeover of the United States. Ten years ago, I would have agreed with them, but not now.
In the past year, President Obama has taken a number of actions that when added together clearly indicates his plans for a military or hostile takeover of the United States. And for the first time in my life, I not only believe it could happen, but I am firmly convinced it’s going to happen before the 2016.

To begin with, Obama has been tailoring the US military to his personal agenda. He is filling the ranks with gays and lesbians who will now follow him to any extreme because he is their champion. He has all but shackled chaplains from preaching Christianity to the troops, who by the way, aren’t even allowed to have Bibles in some areas in the Middle East or any other semblance of Christianity. For the military coup de gras, he has been tailoring his top military leaders by asking if they are willing to shoot Americans. Those that answer yes, are put in key positions while those that answer no are basically seeing the end of their military careers.
Next, the Department of Homeland Security has been stockpiling millions of weapons and billions of rounds ammunition. The federal government even has NOAA stockpiling weapons and ammunition and they aren’t going to be using it to predict the weather. This is unprecedented in American history and has no purpose or basis other than the use against the American people.
The massive push for gun control has only one purpose and that is to disarm the American people. There are more guns in private ownership than there are people in the US. That would make a hostile takeover more difficult, costly and time consuming. However, the stockpiles of weapons and ammunition are just for that purpose, because Obama knows that there are a lot of Americans who will not give up their guns so easily. Attorney General Eric Holder has already warned gun owners to cower like smokers.
One of the problems with the guns in the hands of people is that the government doesn’t know where they all are. That’s why they are pushing for complete gun registration and background checks for everyone who owns a firearm, regardless of any grandfather clauses. Under Obamacare, they are pushing doctors and medical staffers to gather information on their patients as to whether or not they own a gun.
Under the National Defense Authorization Act, the federal government has the legal right to indefinitely detain anyone they deem to be dangerous to the country. They do not have to produce any evidence, they do not have to obtain a warrant, and they do not have to give you the right to an attorney. All Obama or Eric Holder have to do is say you are a threat and that could be the last anyone sees of you for who knows how long.Obama has also issued an executive order that gives him absolute power and control over all means of communication for any reason including an emergency. The executive order includes all television, radio, cable, internet and cell phone communications.

All he has to do is declare a state of emergency (mostly likely prompted by a forced economic collapse). This will allow him to control all forms of communication. Both military and DHS trained personnel will then start rounding up everyone that has or still opposes Obama and detain them under the National Defense Authorization Act. Those that resist will be face lethal force from the drones and/or the heavily armed military and DHS troops. Anyone resisting will be shot, since he has been given the legal authority to do so.
If Obama fears a threat from another nation, he would not be slashing military spending, cutting our nuclear arsenal down to a third of what it was and he wouldn’t have NOAA stockpiling millions of weapons and ammunition. Everything Obama has being doing and putting in place is pointed inside the US, not outside. We are his target, not Iran, Syria, China, North Korea or al-Qaeda.
If you don’t believe this will happen prior to the 2016 election, then please explain to me the purpose of all these things that have been strategically placed at this time. Also, I suggest you do a little studying of history in nations like Germany, Russia, China and other socialist nations. They all thought it could never happen to them and it did and it all started with a tyrant just like Obama gaining power and outlawing guns!
