A group of long-term unemployed jobseekers were bussed into London to work as unpaid stewards during the diamond jubilee celebrations and told to sleep under London Bridge before working on the river pageant.
Up to 30 jobseekers and another 50 people on apprentice wages were taken to London by coach from Bristol, Bath and Plymouth as part of the government's Work Programme.
Two jobseekers, who did not want to be identified in case they lost their benefits, said they had to camp under London Bridge the night before the pageant. They told the Guardian they had to change into security gear in public, had no access to toilets for 24 hours, and were taken to a swampy campsite outside London after working a 14-hour shift in the pouring rain on the banks of the Thames on Sunday.
One young worker said she was on duty between London Bridge and Tower Bridge during the £12m river spectacle of a 1,000-boat flotilla and members of the Royal family sail by . She said that the security firm Close Protection UK, which won a stewarding contract for the jubilee events, gave her a plastic see-through poncho and a high-visibility jacket for protection against the rain.
Close Protection UK confirmed that it was using up to 30 unpaid staff and 50 apprentices, who were paid £2.80 an hour, for the three-day event in London. A spokesman said the unpaid work was a trial for paid roles at the Olympics, which it had also won a contract to staff. Unpaid staff were expected to work two days out of the three-day holiday.
The firm said it had spent considerable resources on training and equipment that stewards could keep and that the experience was voluntary and did not affect jobseekers keeping their benefits.
The woman said that people were picked up at Bristol at 11pm on Saturday and arrived in London at 3am on Sunday. "We all got off the coach and we were stranded on the side of the road for 20 minutes until they came back and told us all to follow them," she said. "We followed them under London Bridge and that's where they told us to camp out for the night … It was raining and freezing."
A 30-year-old steward told the Guardian that the conditions under the bridge were "cold and wet and we were told to get our head down [to sleep]". He said that it was impossible to pitch a tent because of the concrete floor.
The woman said they were woken at 5.30am and supplied with boots, combat trousers and polo shirts. She said: "They had told the ladies we were getting ready in a minibus around the corner and I went to the minibus and they had failed to open it so it was locked. I waited around to find someone to unlock it, and all of the other girls were coming down trying to get ready and no one was bothering to come down to unlock [it], so some of us, including me, were getting undressed in public in the freezing cold and rain." The men are understood to have changed under the bridge.
The female steward said that after the royal pageant, the group travelled by tube to a campsite in Theydon Bois, Essex, where some had to pitch their tents in the dark.
She said: "London was supposed to be a nice experience, but they left us in the rain. They couldn't give a crap … No one is supposed to be treated like that, [working] for free. I don't want to be treated where I have to sleep under a bridge and wait for food." The male steward said: "It was the worst experience I've ever had. I've had many a job, and many a bad job, but this one was the worst."
Both stewards said they were originally told they would be paid. But when they got to the coach on Saturday night, they said, they were told that the work would be unpaid and that if they did not accept it they would not be considered for well-paid work at the Olympics.
Molly Prince, managing director of Close Protection UK, said in a statement: "We take the welfare of our staff and apprentices very seriously indeed.
"The staff travelling to the jubilee are completing their training and being assessed on the job for NVQ Level 2 in spectator safety after having completed all the knowledge requirements in the classroom and some previous work experience. It is essential that they are assessed in a live work environment in order to complete their chosen qualifications.
"The nature of festival and event work is such that we often travel sleeping on coaches through the night with an early morning pre-event start – it is the nature of the business … It's hard work and not for the faint-hearted.
"We had staff travel from several locations and some arrived earlier than others at the meeting point, which I believe was London Bridge [pictured left], which was why some had to hang around. This is an unfortunate set of circumstances but not lack of care on the part of CPUK."
The company said it had spent up to £220 on sponsoring security training licences for each participant and that boots and combat trousers cost more than £100.
The charity Tomorrow's People, which set up the placements at Close Protection under the work programme, said it would review the situation, but stressed that unpaid work was valuable and made people more employable. Tomorrow's People is one of eight youth charities that were supported in the Guardian and Observer's Christmas appeal last year.
Abi Levitt, director of development services at the charity, said: "We have been unable to verify the accuracy of the situation with either the people on work experience or the business concerned.
"We will undertake a review of the situation as matter of urgency. Tomorrow's People believes strongly in the value of work experience in helping people to build the skills, confidence and CV they need to get and keep a job and we have an exemplary record going back nearly 30 years for our work with the long-term unemployed."

Benmosche stated that "Retirement ages will have to move to 70, 80 years old" as that "would make pensions, medical services more affordable... taking the burden off of the youth." Opining on Greece (well, the Greek people really): "they have to see that there is no easy way out of this" and the government must get them to work longer (Greek life expectancy is 81.3 years so there's plenty of hours left for retirement). Towing his corporate over-lord status quo line, he notes that Greece abandoning the euro could be a disaster for the country but we assume if only they would work 23 hours-a-day for 81 years at a 95% tax rate then TROIKA will be more than happy to use them as a rotating receptacle for European bank holdings.

Financial Times writer Gideon Rachman was in attendance at this year’s 2012 Bilderberg Group conference, no doubt to further the agenda he advanced in a December 2008 FT article in which he argued that “everything is in place” for a dictatorial world government to be imposed by a technocratic elite.

Rachman was spotted entering the conference in Chantilly Virginia by London Guardian journalist Charlie Skelton.
In his 2008 article And now for a world government, Rachman admitted that the elite’s plan for a global government was inherently undemocratic in nature.
“International governance tends to be effective, only when it is anti-democratic,” he wrote, citing the continual rejection of EU expansion when the question is put to a vote. “In general, the Union has progressed fastest when far-reaching deals have been agreed by technocrats and politicians – and then pushed through without direct reference to the voters,” added Rachman.
Rachman’s world government would function like the European Union. “It would be an entity with state-like characteristics, backed by a body of laws. The European Union has already set up a continental government for 27 countries, which could be a model. The EU has a supreme court, a currency, thousands of pages of law, a large civil service and the ability to deploy military force,” he wrote.
In addition, the authoritarian global government would impose “A legally binding climate-change agreement negotiated under the auspices of the UN and the creation of a 50,000-strong UN peacekeeping force,” according to Rachman.
Rachman also notes that such an agenda would have to be established through euphemistic language to avoid “people reaching for their rifles in America’s talk-radio heartland”.
The FT writer explained how the imposition of world government was now “plausible” because it could be more easily justified by the financial crisis, “global warming” and the “global war on terror.”
Rachman’s 2008 call for authoritarian technocrats to be put in charge of the global economy in preparation for the official birth of global government is now well on its way to completion, with the economies of France, Ireland, Germany, Belgium, Italy, Greece, along with the IMF and the European Central Bank, all under Goldman Sachs banker occupation.

A Saudi princess was caught trying to leave the Shangri-La hotel in Paris without settling a six million euro ($7.4 million) bill for her rooms, police said Saturday, confirming a report in the daily Le Parisien.
Maha al-Sudani, the former wife of Saudi Arabian Crown Prince Nayef ben Abdel Aziz, tried to walk out on 3:30 am Thursday without paying for her suite and those of her 60-strong entourage, prompting staff to call in police, Le Parisien reported.
The Saudi Arabian ambassador was also contacted during the incident, added Le Parisien, which noted that Sudani enjoys diplomatic immunity.
When contacted by AFP, the luxury hotel's director Alain Borgers said that that are "no problems" with its clients and "no unpaid bills" at the moment.
The princess has already had previous run-ins over unpaid bills. In 2009, fashion chain Key Largo went to court to obtain 89,000 euros owed by the princess.

On a recent segment of his CNN program, Fareed Zakaria called for imposing crippling sanctions on Syria in order to force regime change on the country.
Zakaria is a member of both the CFR and Rockefeller’s Trilateral Commission. He is also aBilderberg attendee. In other words, his call for starving the Syrians into accepting the will of the United Nations and the globalist establishment is one of the options under consideration.
As we noted on Saturday, the presence of Syrian National Transitional Council head Bassma Kodmani at the 2012 Bilderberg conference means the question of how best to color revolutionize the Arab country is on the minds of the ruling elite.
In May of 2011, the European Union imposed “restrictive measures” against Syria. It froze financial assets and imposed a travel ban. It banned the export to Syria of equipment, goods and technology that can be used for “internal repression” and also agreed to ban luxury goods. Investment in oil and construction was outlawed. All technical and financial assistance was made illegal.
Obama issued an executive order in August of 2011 prohibiting the exportation, sale or supply of services from the United States to Syria. It blocks investment and the export of oil from Syria. On May 30, the U.S. levied sanctions on the Syria International Islamic Bank. The Treasury Department said the bank has acted as a front for other Syrian financial institutions seeking to circumvent sanctions. A few days prior to this, the U.S. and around a dozen other countriesexpelled Syrian diplomats following a massacre in al-Houla, Syria, tht was blamed without conclusive evidence on al-Assad’s military.
In August of 2011, Congress introduced S.1472, a “bill to impose sanctions on persons making certain investments that directly and significantly contribute to the enhancement of the ability of Syria to develop its petroleum resources, and for other purposes.”
In November, the Arab League suspended Syria’s membership and adopted “unprecedented sanctions at a meeting in Cairo by a vote of 19 to three,” according to the BBC.
In the United States, the House Foreign Affairs Committee passed the Syrian Freedom Support Act by a unanimous vote in March of this year. It is intended to “strengthen sanctions against the Government of Syria, to enhance multilateral commitment to address the Government of Syria’s threatening policies, to establish a program to support a transition to a democratically-elected government in Syria, and for other purposes.”
The sanctions have not prevented the regime from responding to what it describes as foreign terrorists operating in its country. “We are facing a real war from outside,” al-Assad said on Sunday.
In November, we reported that the same al-Qaeda terrorists who fought U.S. troops in Iraq and helped NATO overthrow Gaddafi were airlifted into Syria. Libya’s transitional ruling authority agreed to send weapons and fighters to Syria to help the Free Syrian Army fight the al-Assad regime. In February, we reported that British Special Forces are on the ground in Syria directing rebel fighters.
A Stratfor email leaked by Wikileaks in March revealed that the Pentagon and the USAF strategic studies group planned direct terror attacks and assassinations inside Syria. “After a couple hours of talking, they said without saying that SOF teams (presumably from U.S., UK, France, Jordan, Turkey) are already on the ground focused on recce [reconnaissance] missions and training opposition forces,” the email states. Stratfor is an Austin,Texas-based corporate intelligence agency billed as a “shadow CIA.”
Admitting that the sanctions imposed thus far have largely failed, British Foreign Secretary William Hague said on Thursday the EU is drafting another round. That is a perfectly legitimate thing to do, no matter where things stand at the Security Council,” he said.
“Failure to agree on Syria with Russia and China, who have vetoed two UN Security Council resolutions and blunted Western efforts to push Assad from power, has prompted Britain and its allies to encourage nations outside of Europe to boycott Syria,” Reuters reported.
On the previous day, Susan Rice, the U.S. envoy to the United Nations, said the United States and “like-minded governments could bypass the Security Council to impose fresh measures if the violence escalates in Syria.”
Russia and China have blocked additional and more severe sanctions in the United Nations Security Council.
John Walsh, writing for antiwar.com, argues that the current sanctions are, despite Fareed Zakaria’s arguments to the contrary, having a detrimental effect on Syria – or more precisely, the sanctions are having an adverse impact on the Syrian people.
Authoritarian regimes invariably shield themselves from sanctions while the population at large suffers, as the Washington Post admitted in April: “President Bashar al-Assad appears to have shielded himself and his inner circle from much of the pain of the sanctions and trade embargoes, which are driving up food and fuel prices for many of the country’s 20 million residents.” More than half the population of Syria lives in poverty and economic sanctions will obviously worsen conditions and ultimately result in malnutrition and starvation, as they did in Iraq.
Short of attacking the Syrian people and killing them with bombs, the globalists will opt for starving them to death. During the decade long sanction imposed on Iraq, more than 500,000 children died from malnutrition, disease and starvation.
The globalists have the same idea in mind for Syria, especially considering the fact al-Assad will not simply disappear into the night and allow the banksters and the IMF and the World Bank to set-up their debt wrecking ball and conduct the usual fire sales designed to steal Syria’s resources and sell them off at pennies on the dollar to the usual transnational corporate mobsters.
In a stunning yet predictable bit of propaganda, the New York Times reported after the al-Houla massacre that the United Nations will not allow the Syrian people to starve after new and more severe sanctions are put into place, although it sheepishly admits this will probably fail:
The U.N. has focused its efforts on regions worst hit by the conflict. Even before the violence broke out in Syria, a food security survey found that 1.4 million people were struggling to meet their daily food needs, the World Food Program saidBut the U.N. agency complained that it had not yet managed to raise the money to pay for its food aid program. So the dilemma remains whether Mr. Assad can be starved of support without starving the Syrian people.

US citizens may be targeted at home or abroad. No one anywhere is safe.
Summary judgment means no arrests. No Miranda rights. No due process. No trial. Just a bullet, bomb or slit throat. It’s official Obama policy. Diktat authority affords justice to no one ordered killed.
On May 29, The New York Times upped the stakes. Its article headlined “Secret ‘Kill List’ Proves a Test of Obama’s Principles and Will,” saying:
Obama “placed himself at the helm of a top secret ‘nominations’ process to designate terrorists for kill or capture, of which the capture part has become largely theoretical.”
In other words, he appointed himself judge, jury and executioner. Despot authority is official administration policy. Diktats decide who lives or dies.
Anyone called Al Qaeda or accused of terrorist connections gets marked for death.
What “moral and legal conundrum” could he face, asked The Times. None whatever. On day one in office, he spurned rule of law principles.
He adopted George Bush’s ideology. His predecessor called “the Constitution….just a G-damn piece of paper.”
Obama feels the same. He’s comfortable with “unitary executive” authority. It puts him above the law. Chalmers Johnson called it “a ball-faced assertion of presidential supremacy….dressed up in legalistic mumbo jumbo.”
International law is quaint and out-of-date, he believes. Diktat authority replaced it. The former constitutional law professor abandoned what he taught. He campaigned against war and torture. In office, he exceeded the worst of his predecessor.
He usurped the power of life and death, including against US citizens. He’s got final “kill list” authority.
Policy prioritizes killing by drones, death squads, or other means. Only eliminating America’s enemies matter. Whether real or imagined makes no difference.
The more removed, the greater the number replacing them. According to national security adviser Thomas Donilon:
“He is determined that he will make these decisions about how far and wide these operations will go. His view is that he’s responsible for the position of the United States in the world. He’s determined to keep the tether pretty short.”
His “aggressive counterterrorism record” baffles supporters and critics alike. Secrecy obscures policies. Shadow war actions aren’t publicized. Deadly force is approved “without hand-wringing.” So is fork-tongued politics, torture and other lawless practices.
For Obama, killing Americans comes “easy.” Waging war on Islam is policy. So is take no prisoners. Counterterrorism is cover for wholesale or retail slaughter. Collateral deaths don’t matter.
US Pakistan ambassador, Cameron Munter, complained about CIA drone strikes. He told colleagues “he didn’t realize his main job was to kill people.”
Obama and counterterrorism adviser John Brennan collaborate on who lives or dies. Both match each other’s bloodthirstiness. “Just war” thinking overrides rule of law principles and moral considerations.
“Drones have replaced Guantanamo as the recruiting tool of choice for militants.” America needs enemies to justify war. Avoiding peace and stability is policy.
Former national intelligence director Dennis Blair said:
“The steady refrain in the White House was (targeted killing) is the only game in town – reminded me of body counts in Vietnam.”
Unanswered is when will killing stop? Who’ll denounce what’s unconscionable? Who in government believes right over wrong matters most? No one around Obama dares. His administration doesn’t tolerate justice, morality, and rule of law principles.
On matters of war and peace, only imperial interests matter. Ends justify means.
“A phalanx of retired generals and admirals stood behind Mr. Obama on the second day of his presidency.”
They “provid(ed) martial cover as he signed several executive orders to make good on campaign pledges. Brutal interrogation techniques were banned, he declared. And the prison at Guantánamo Bay would be closed.”
Guantanamo remains open. Other torture prisons expanded. Every major promise made was broken. Wars rage without end. New ones are planned. Killing like sport continues daily.
Unlike voters who believed in him, he “was never carried away by his own rhetoric.” Lying came easily. So did going rogue. Amoral realpolitik defines his thinking.
Morality has no place in government. Nor do human rights and other democratic values. Former White House chief of staff Rahm Emanuel calls it “cold-blooded (thinking) about the self-interests of your nation.” Body counts don’t matter, just objectives.
From inception, Obama’s doctrine featured human sacrifice for unchallenged dominance. Winning alone matters. Anything goes is policy. He has final say.
In 2008, campaign national security strategists advised “pragmatism over ideology.” Urging it “reinforced the president’s instincts.”
Policy rules out nothing. Rhetoric woos supporters. Major objectives aren’t deterred. They include war, torture, rendition, military commissions, indefinite detentions, and targeted killings.
Nothing stands in his way. He’s ruthless. His public persona hides it. Those around him know better.
Openly he urges sparing innocent lives. Privately he doesn’t give a damn. Under Bush, Iraq and Afghanistan rules of engagement were kill every military aged man in sight. Obama changed nothing.
Mostly civilians die. Policies don’t distinguish militants from noncombatants. In Libya alone, NATO killed over 100,000. Killer gangs took many more lives. No one kept count or cared.
Obama’s thinking reflects it. Pragmatism alone matters. Humanity is someone else’s problem. Everyone targeted in strike zones is fair game. Being there means they’re “up to no good,” even women and children.
An unnamed official said “Al Qaeda is an insular, paranoid organization – innocent neighbors don’t hitchhike rides in the back of trucks headed for the border with guns and bombs.”
The same goes for residents where militants are targeted. Being there justifies indiscriminate killing.
Official counts distort reality. Combatants alone are killed, they claim. Independent analysts say as many as 50 civilians die for every militant. In combat theaters everywhere, ordinary people suffer most.
Former intelligence and government officials admit it. According to one:
“It bothers me when they say there were seven guys, so they must all be militants. They count the corpses” but don’t care who they are.
National security advisor Donilon says Obama “is a president who is quite comfortable with the use of force on behalf of the United States.”
Forgotten is candidate Obama’s pledge to end America’s wars. On October 27, 2007, he said:
“I will promise you this, that if we have not gotten our troops out (of Afghanistan and Iraq) by the time I am president, it is the first thing I will do.”
“I will get our troops home. We will bring an end to (these wars). You can take that to the bank.”
He also promised hope, change, a new era of peace, upholding democratic values, closing Guantanamo in one year, ending torture, no more illegal spying and detention without trial, “a new era of openness,” equitable immigration reform, keeping the Internet free and open, negotiations with Syria, Iran and other countries targeted for regime change, and much more.
In office, he broke every major promise made. Loyal constituents were betrayed. Imperial and corporate considerations were prioritized. Popular needs went begging.
Arrogance, unaccountability, and contempt for democratic values define his presidency. Rule of law principles don’t matter. Take no prisoners is prioritized. If reelected, imagine what’s ahead in a second term.

UM: I need to your to expand on the Drone thing – Obama’s love of using the drones. You say you “got the goods” – your words. What do you mean?
WHI: It’s what has been brewin’ for well over a year now…it’s causing all kinds of hell between the administration…the military…infighting and concern among the staff…even Jarrett don’t have a handle on all of it. Even she is not entirely comfortable with how the president has sunk his teeth into the drones…the kill list. She’s not bothered by their use specifically…she’s more…I would guess she’s more worried over the political implications of Obama’s obsession…that eventually enough people will stand together and say ENOUGH. She can’t afford to have that happen too soon…the re-election makes them all vulnerable…the plans…the obligations to others…America can still stop them in 2012 and she understands that. So having Obama so oddly focused…not just focused…he gets excited…visually…the guy gets off on it and he ain’t even hiding that fact anymore. And some are repulsed by it. They’ve done video reviews you know…of the missions. The drones. The kills.

WHI: (Points finger) THAT’S the reaction people are having to this – right there. And that’s the reaction Jarrett is worrying over. She’s gotta try and contain it – but the president’s obsession is becoming too much to do that. The knowledge of it – it’s getting out now. Reaching other world leaders…it ain’t good. Even if it might give us a political advantage…you want sickening? I think to myself…what I just told you…I ask myself what if we lose? What if this guy is re-elected? You call it a whole other level? Yeah – you say that…but you don’t really understand it. Those drones…their domestic use…don’t think he ain’t thought about it. A lot.
You see, Obama – he don’t trust the military. Not all of them…not many of them. But he trusts those drones, now don’t he? Don’t take him having to trust some military official to order troops to carry out an order inside the United States. It’s just inputting a bit of data – and the push of a button, right? And keep the f-cking military out of that equation there. Move the program…attach it directly to the White House. Make it…make it part of Homeland Security, right? Simple as that. One appropriations bill – just one…and it’s done.
…And Valerie Jarrett – she wants that. Her…the investors who are behind Obama…they are completely in favor of that.
UM: Of a domestic drone program? Why? What’s the purpose?
WHI: Same as everything else this administration has attempted to implement – control. Absolute and total f-cking control. No different than Obamacare…expansion of the EPA…all the czars…bypassing of Congressional oversight…it’s all about control. And in order to secure that control – you need chaos. That chaos gives the justification for the drones. And the Occupy bullsh-t, the race riot threats…think about that. Think about the timing of the domestic drone program…tie it in with all the manufactured chaos that’s comin’. His calls for a citizen police force that was equal to the United States military. Obama said it himself, right? Before he was elected? He said it. His wife said it.
UM: Said what?
WHI: Do you know Michelle Obama…it was in ’08…she was speaking…some campaign stop…she got up from her chair and began to say how America needed to change its traditions – how it needed to change its history. That got some of us concerned at the time. That kind of thing…in a normal campaign you would have seen the media jumping all over it. Didn’t happen this time though. And when people went back to the campaign and expressed concern about those kinds of things – how the Obama’s were repeating their desire to change everything about America…we were told to shut up. That language was supported by on high.
UM: On high?
WHI: Jarrett. She wanted that language to be part of the campaign trail. That language…it sent word back to their investors that they were in fact the real deal. Now I didn’t realize this at the time…too damn busy. The campaign. But hindsight, right? Looking back, you start to piece the puzzle together…now I understand what she was doing – what Jarrett was doing. She was keeping those dollars flowing into the campaign…into the media control mechanism they had set up…letting the investors know their time had come. This candidate – this Barack Obama – he was gonna implement what they had wanted…what they had planned for – for a very long time. Five days out – Obama re-affirmed that promise. He said it, right? “Fundamentally transform the United States of America”.
UM: Who are “they”?
WHI: I already told you…the socialists…Marxists…globalists, progressives, Big Labor, Green Energy…just different sides of the same fact.
UM: You have to be more specific. Lots of people can and will say what you just did.
WHI: Difference is – when I say it…you know it’s fact. You know it’s about to play out like I’m telling you.

Scahill: Obama has ‘murdered’ people with drone strikes

Upset over President Barack Obama’s “kill list” and continued usage of drone striking throughout his administration, The Nation‘s national security correspondent Jeremy Scahill called the commander-in-chief’s actions “murderous.”
Appearing on MSNBC’s Up with Chris Hayes, Scahill argued for the justification of labeling President Obama’s decisions to authorize the strikes as “murder,” specifically the drone attack on al-Qaeda America figure Anwar Al-Awlaki’s son in Yemen in 2011 recently covered by PBS’ Frontline.
“If someone goes into a shopping mall in pursuit of one of their enemies and opens fire on a crowd of people, and guns down a bunch of innocent people in a shopping mall, they’ve murdered those people,” Scahill said.
“If you go to Yemen where I was, and you see the unexploded cluster bombs, and you have the list and photographic evidence, as I do, of women and children that represented the vast majority of deaths in the first strike that Obama authorized on Yemen, those people were murdered by President Obama, on his orders, because there was believed to be someone from al-Qaeda in that area. There’s only one person that’s been identified that had any connection to al-Qaeda there. And 21 women and 14 children were killed in that strike.”

GREELEY, Colo. – Farmers in Colorado are watching their fields dry up amid one of the worst droughts in the state’s history.

But just a few feet beneath them, the water is so plentiful it’s flooding basements and causing septic systems to overflow.
Yet the government will not permit farmers to pump the water to save their crops.
With a lower-than-normal snowpack, farmers in northeastern Colorado who rely on the South Platte River are facing severe water shortages in which they are not able to even water some of their crops.
Dennis Hoshiko, a fourth-generation onion farmer with 2,500 acres, said he has let around 15 percent of his land sit fallow this season because of a lack of water.
“We have entire sections where the seeds were planted a month ago in dry earth, and they have not sprouted yet because they have not been watered.”
While it may seem to be a case of battling Mother Nature, the problem could be solved if government officials would simply flip a switch.
Many of the farmers have wells that draw groundwater for use in situations like this. But in 2006, the Colorado Supreme Court ordered 440 wells shut down and curtailed the pumping of another 1,000.
Under long-established Colorado water doctrine, water is distributed under the principle of first in use, first in right whereby prior users have senior rights to junior users. The decision to shut down the wells came about during a historic drought in the early 2000s that caused water in the South Platte River to become scarce.
Senior right holders such as the cities of Boulder, Centennial, Highlands Ranch and Sterling, which had experienced phenomenal growth in the 1990s, became concerned their water supply in the river basin was being depleted by junior water-right well owners who were pumping water from the Alluvium Aquifer, which flows into the South Platte River Basin.
Following the shutdowns, the volume of water discharged into the artificial recharge systems in the South Platte Basin has increased, reaching more than 350,000 acre-feet in 2009. The increase in ground water has now come to the point where local basements are being flooded, causing damage to the homes.
Doug Leafgren, president of Northern Colorado Geotech, which conducts soil and percolation testing, said his organization has noticed higher groundwater levels during their subsurface investigations in the county over the past four or five years.
Glen Fritzler, a farmer who operates the nationally known Fritzler Corn Maze that has been featured on the “Today” show, said he has spent more than $50,000 in home repairs because of flooding over the past few years.
While the flooding is a concern, Fritzler said the rising groundwater levels are causing area septic systems to fail, forcing human waste to rise to the surface.
Leafgren said septic systems require four feet of soil above a “limiting zone” to work effectively.
“If an older system previously maintained four feet of suitable soil, but groundwater has since decreased this zone, there is potential for contamination of the groundwater system with human waste,” he said. “It could also be possible that higher groundwater would cause the waste to come to the ground surface.”
Despite the rising ground-water levels, officials still refuse to let the farmers turn on their wells, and that means many farmers will be out of water in the next few weeks.
“If we are not allowed to turn our wells on, our crops will dry up and we will lose everything,” Fritzler said. “What is so maddening is that we have the water we need right under our feet, and it is so plentiful it is flooding our basements. We cannot use it.”
Recognizing the severity of the situation, the state legislature recently passed a bill commissioning a study, but it is not required to be completed until June 1, 2013. There is no provision in the legislation requiring officials to permit farmers to turn the wells on before then.
State Sen. Scott Renfroe, one of the bill’s sponsors, said the legislation originally had those provisions, but it was stripped from the final legislation.
“It was not stripped by Democrats, because in Colorado water knows no party lines,” he said. “The opposition came from those who have senior water rights which are generally the big cities such as Denver and Boulder.”
Renfroe said he agrees the wells need to be turned on now. However, he said the study is at least a step in the right direction.
“We have farmers who are hurting from both a lack of water and rising water table,” he said. “Some have said the salt content is so high their soil only has two years of productive use left.”
Renfroe added: “This study should have been done five years ago when the wells were first turned off. I know it’s a baby step, but it’s a huge accomplishment when you consider the environment at the capital. There are many people who want to maintain the status quo. I understand the concerns of senior water holders, and this legislation has a lot of protections for them, but we need to find a way to benefit everybody.”
Fritzler said while he is glad the study will be conducted, he and other farmers cannot wait until next year.
“I have enough irrigation water from the South Platte for perhaps two to three more weeks. The only way we could go beyond that would be for Denver to get significant rainfall every three to five days and that isn’t going to happen.”
Hoshiko said he is in better shape than many farmers, because he has been able to purchase senior water rights but noted that many farmers are not as fortunate.
“Last night I saw a 14-year-old boy shoveling ditches and getting ready to do flood irrigation after the sun went down, and right beside him is a well that is capable of producing 1,200 gallons a minute, but they can’t touch it,” Hoshiko said. “The crops are sitting in dry dirt because we are in one of the worst droughts in Colorado history and we can’t use the water that is right under our feet.”
He said what is frustrating is that droughts like the current one are precisely the reason the wells were drilled.
“Our predecessors built these wells years ago to get us through droughts like this. If they were alive today they would slap us silly for how we are wasting this resource.”
