Following up this article.. [Video] Reactor4 pool fuel restored in common pool [URL]
The video captured the brown material released from the bottom of fuel assembly. It is when the assembly was taken out of the on-premises transportation container.
No explanation was made about what the material is.

Tepco finished transferring the first 22 assemblies of new fuel from reactor4 pool to common pool on 11/22/2013.
The video, released on 11/22/2013, includes when they take out the fuel from the container to when they restore it to the common pool.

On 11/21/2013, Tepco finished transferring the first fuel container to common pool.
The video was released on the same day.

Poor TEPCO! Upset That News Media Reported Fuel Cask Transfer
TEPCO sent out this press release today complaining about the press, for reporting news. Kyodo News and possibly others flew helicopters over Fukushima Daiichi during the fuel cask transfer process.
