In order to control the groundwater, Tepco and Japanese government are planning to build the groundwater bypass.
This is not only useless, but also too dangerous to be a performance.

When they pump up the groundwater, additional groundwater will be gathered due to the lessen water pressure.

Because the surrounding area loses groundwater to support, the area may have land subsidence.

Tepco plans to discharge the pumped up water to the sea.
The pumps are in Fukushima plant area. It’s rational to think it’s also contaminated.

Japanese government is trying to convince the local fishery cooperative.
This is another trick of downplaying.
Media and the government are trying to make it look like “this is merely the problem between Tepco and the fishery cooperative”.

On 8/7/2013, the Agency of Natural Resources and Energy admitted 300 tones of groundwater flows to the Pacific everyday.

On 8/9/2013, Tepco released the report that they submitted to the Agency of Natural Resources and Energy.
The report shows the total volume of groundwater to flow into the plant is 1,000 tones / day. 600 tones are flowing to the Pacific.
There is a possibility that the Agency of Natural Resources and Energy declared only half of the actual estimate as the volume of groundwater to flow into the Pacific.

The contaminated groundwater level is rising on the seaside of reactor2 due to the impervious wall.
In the press conference of 8/9/2013, Tepco admitted the rising water might have already started traveling to the neighboring areas one week ago.
The surrounding areas are the seaside of reactor1 and 3.
According to Tepco’s data, the groundwater level on the seaside of reactor2 stopped rising on 8/3/2013. Since then, the water level on the seaside of reactor3 has been in the sync with the seaside of reactor2 regardless of the amount of rainfall (The purple circled below).
Also, the Tritium density on the seaside of reactor1 is increasing.

The impervious wall is possibly making the situation more complicated.

On 8/10/2013, Tepco announced they measured 34,000,000 Bq/m3 of Tritium from the same boring. This is 1.48 times much as the last analysis on 8/8/2013.
Tepco hasn’t made an announcement about the reason.
Strontium-90 density, which is more serious than Tritium, is still under analysis.

According to Tepco, high level of Tritium was also measured from the same sample. The reading was 23,000,000 Bq/m3.
There is a possibility that contaminated groundwater is spreading over as the water level is rising due to the impervious wall.

Having measured high level of radiation from the groundwater on the seaside of reactor2 and reactor3, Tepco made a boring on the seaside of reactor1 as well.
As a result, Tepco measured 210,000 Bq/m3 of all β from the groundwater too.
The sampling date was 8/8/2013. Tritium and Strontium-90 are still under analysis.

According to Tepco, they found a part of the reactor4 roof materials inside of the RPV.
They investigated inside of the vessel from 8/5 to 8/7/2013.
In the press conference of 8/9/2013, Tepco’s spokesman commented it is a part of the roof but no details were announced (Purple box below).

This bad news is all over the world, for a change. Even a financial analyst is talking about it (the groundwater has morphed into highly contaminated nuclear waste water in his article).

It was only last week that yet another conspiracy theory became fact when we learned, for the first time after nearly three years of lies, that Tepco had been deceitful and wrong with its "all clear" message about Fukushima, and that instead some 300 tons of contaminated, irradiated water had been flowing into the Pacific ocean every day. So now that the opportunity cost of telling more lies is zero, and the radioactive cat is out of the bag, so to say, the news about the absolute, unmitigated disaster that Fukushima is, and will be for decades, are coming fast and furious. Sure enough, moments ago Tepco reported, and Kyodo confirmed, that radioactive water has risen above the protective barrier and is freely leaking into the surrounding environment.
Contaminated groundwater accumulating under the crippled Fukushima nuclear power plant has risen 60cm above the protective barrier, and is now freely leaking into the Pacific Ocean, the plant’s operator TEPCO has admitted. The Tokyo Electric Power Company (TEPCO), which is responsible for decommissioning the damaged Fukushima Daiichi nuclear plant, on Saturday said the protective barriers that were installed to prevent the flow of toxic water into the ocean are no longer coping with the groundwater levels, Itar-Tass reports.The contaminated groundwater, which mixes with radioactive leaks seeping out of the plant, has already risen to 60cm above the barriers – the fact which TEPCO calls a major cause of the massive daily leak of toxic substances.Earlier on Friday, the company announced it started pumping out contaminated groundwater from under Fukushima, and managed to pump out 13 tons of water in six hours on Friday. TEPCO also said it plans to boost the pumped-out amount to some 100 tons a day with the help of a special system, which will be completed by mid-August. This will be enough to seal off most of the ongoing ocean contamination, according to TEPCO’s estimates.However, Japan’s Ministry of Industry has recently estimated that some 300 tons of contaminated groundwater have been flowing into the ocean daily ever since the March 2011 earthquake and tsunami that triggered the disaster.TEPCO also promised it will urgently reinforce the protective shields to keep radioactive leaks at bay. The other "plan" contemplated by Tepco, as we wrote last week, is to literally freeze Fukushima in a giant ice wall. To wit: "To prevent futher leakage, an underground wall will be built to freeze to the reactor building, the Japanese news agency Kyodo reported. To achieve this, pipes with chemical refrigerants to chill reactors 1 to 4 are being laid in the ground. The thus created barrier was expected to have a length of 1.4 kilometers." Another brilliant strategy which will likely require its own nuclear power plant to generate the energy needed to keep the ice, well, cold. And one can only imagine at the wonders of mutagenesis that will result when one mixes alpha, beta and gamma rays with nearly a mile of spilled highly reactive coolant. All questions which will be promptly answered after the next, and final, destructive Japanese earthquake.
In retrospect, one can see why Japan no longer cares what happens, and why Abenomics, doomed to failure anyway, is being attempted. After all, what's the downside?

On 8/8/2013, Tepco released a shocking report.
Tepco’s planning to “bypass” the groundwater to the sea, which is supposed to be the last hope, but it is anticipated that it would gather additional groundwater from surrounding areas.
Fukushima nuclear plant is surrounded by the mountain and the sea. 1,000 tones of groundwater comes from the mountain to the plant, and is changed to be the contaminated water when it flows to the sea.
Tepco was stating they are going to pump up the water before it’s contaminated upstream of the plant buildings, and discharge it to the sea.
Probably the pumped water would be already contaminated. However, it was almost their last hope.
According to their simulation, due to the lessen pressure of groundwater, additional 600 tones of groundwater would flow to the plant even if they bypass it.
After all, the volume of water to flow into the plant and the sea would not be decreased.
The “bypass project” would end up being just a “performance” for the international world.
So how did they treat the 1,000 tones / day of groundwater before 311 ?
They used to pump up the water by “sub-drain” situated around the plant buildings. Sub-drain is like well to pump up the groundwater.
There used to be 59 sub-drain pits around the buildings so they controlled the water pressure and buoyancy against the buildings before 311.
After 311, they were all contaminated and crippled.
Now that we found the bypass project won’t work, reviving the sub-drain would be the only solution.
However, about half of the pits are not available. The remaining pits require decontamination.
They plan to make new ones too but it’s up to only 13. At this moment, only 2 pits are completed.
Reviving the sub-drain would require significant number of the workers.
Tepco plans to start the decontamination of sub-drain from September of next year. They hope to get it in operation from the second half of 2015.
Reviving sub-drain may need the human-wave tactics.
Soon Japan is going to be forced to choose one from these – contaminate the sea or contaminate human.
If Japan decides to remember “Kamikaze”, it would be around the end of 2014.

1,000 tones of groundwater flows to Fukushima plant area.
In order to reduce this volume, Tepco is planning to pump up groundwater on the mountain side and discharge it to the sea, which is called “Groundwater bypass”.
However it is estimated 600 tones / day of additional groundwater comes from the surrounding area to the plant due to the pumping up according to Tepco themselves.
After all, Tepco would have to treat 1,600 tones / day of groundwater due to the groundwater bypass. 300 tones of water would flow into the plant and 400 tones of water would flow to the sea everyday, which is entirely meaningless.
It may cause the risk of land subsidence to the surrounding area.
Tepco plans to have groundwater bypass in operation in the first half of 2014.

Tatsuya Shinkawa, in charge of dealing with the Fukushima nuclear accident at the Agency of Natural Resources and Energy, under the Ministry of Economy, Trade and Industry: Uh... The amount of water that will be drawn is going to be 100 tonnes for each well, as we learned from TEPCO at our hearing.
Reporter: Amount of water to be drawn? So, what you're saying is a mere assumption?
Shinkawa: Yes it is, in that sense.
Reporter: I don't quite understand your logic that the entire 100 tonnes of water [per well] is contaminated.
Shinkawa: Naturally, the groundwater flows from the mountainside. If the amount of water to be drawn is 100 tonnes, we supposed those 100 tonnes must have been leaking.
Reporter: How do you know all the water is contaminated?
Shinkawa: At least the water that comes to this particular area may be contaminated, we think.
Watching the video of the August 7, 2013 press conference by the Nuclear Disaster Response Headquarters of the Japanese national government where it all started (atYasumi Iwakami's IWJ archive), I just have to laugh so hard that my sides start to hurt. The above dialog is from about 55 minutes into the 2-hour video.
Probably more than 80% of the press conference was about "300 tonnes of contaminated water". Toward the end, both Mr. Shinkawa and the reporters were too tired to realize they were just repeating themselves over and over again.

I watched the entire press conference, and didn't hear him say that.
Probably due to fatigue also, almost all Japanese newspapers and news agencies simply wrote what Shinkawa said as truism, except for Tokyo Shinbun whose reporter doubted the wisdom of basing the countermeasures on such a flimsy assumption.

The Agency of Natural Resources and Energy wants TEPCO to be able to dump uncontaminated groundwater drawn upstream into the ocean, but the talk with the fisheries associations in Fukushima has stalled after the detection of radioactive materials from the observation holes in the embankment in June.
Here's the bargain the Agency could use with the fishermen: Do you want the leak of "300 tonnes of contaminated groundwater" to continue? Or would you rather have us release uncontaminated groundwater drawn upstream, and keep the contaminated groundwater in tanks?
