Having 2 thermometers indicate rapidly increasing temperature, Tepco labelled them as “broken” for unidentified reason. [Link]
However, on 1/8/2013, Tepco cancelled the measurement of radiation level in reactor2 according to their press release.

In the first press conference of Tepco on 1/4/2013, Tepco implied they are to discharge contaminated water to the environment.
In this conference, Tepco commented they can finally start talking about the permission from the departments in charge once they manage to change the contaminated water into clean contaminated water by operating the multiple nuclide purifying system “ALPS”.

This facility called ALPS is supposed to be the ultimate water purifying facility but they have been failing in getting it in operation [Link 1], and it was not known why it was supposed to solve the contaminated water problem.
(ALPS ; A new water purifying facility of Toshiba, which is supposed to filter 62 sorts of nuclides including strontium.
They expected to start the facility by this September, but because of the orders and reorganization of NISA and NRA, they can not start Alps yet. It’s not even known when they can start it.)
Tepco’s comment made it clear that the operation of ALPS justifies Tepco to discharge the contaminated water into the environment.
At this moment, the contaminated water tank is 96% full. Tepco decided to stock the contaminated water in 2 of the 4 holes dug in the ground covered with leakage isolation sheet, which were to stock the clean contaminated water purified by ALPS if it was in operation. (*1)
One of the independent administrative corporations in Yokohama, National Research Institute of Fisheries Science,Fisheries Research Agency started analyzing otolith 30 fish caught from offshore Miyagi and Fukushima after August, 2012 so that they can identify if the fish took radioactive material just after 311 or they are constantly taking it from the mud of sea ground etc. (*2)
However, if Tepco discharges contaminated water again, it is anticipated that the sea contamination would be even worse than now.

A thermometer of RPV in reactor2 keeps indicating the increasing temperature.

1. Tepco has been decreasing the volume of water to inject
In the beginning of September, Tepco started having the problem with controlling the volume of injecting water and it still hasn’t been fixed. [Link 1 2]

2. Possibility of the reaction of fractured fuel
You can not tell how much Xe-135 is being produced in reactor2. [Link] Also, other thermometers are not showing the spike of temperature, so it doesn’t look like the entire reactor is having recriticality.
However, Fukushima Diary is suggesting the hypothesis that pieces of fractured fuel are in individual stages scattered around PCV. (cf, [Column] 3 facts to support the hypothesis that fractured nuclear fuel is in individual stages of nuclear reaction [Link])
There is a possibility that one of the small pieces of fractured fuel started the fission reaction due to the lack of coolant water near the issued thermometer or it shifted to near the thermometer.

3. Tepco cannot increase the volume of water to inject due to the lack of contaminated water storage

5. The best consequence and the worst consequence
If it’s simply and coincidentally that two thermometers got disordered at once, that would be the best consequence. However, if not, Tepco would need to inject further coolant water to potentially lead to the discharge of contaminated water into the sea.

According to Tepco’s plant parameter, the radiation level of D/W in reactor1 spikes upwhen the water level in reactor decreases, which has been in the decreasing trend since late August.

On 8/9/2012, scientific reports of Nature published the report titled “The biological impacts of the Fukushima nuclear accident on the pale grass blue butterfly” to be the first to acknowledge biological mutation due to Fukushima accident. [Link]

5. Tepco was sued by US Navy sailors exposed to radiation
On 12/21/2012, the complaint against Tepco was submitted to U.S. Southern District Court of California. The plaintiffs are 8 sailors of US Navy. They were involved in disaster relief operations on the USS Ronald Reagan nuclear-powered aircraft carrier. [Link] The sailors each sought $10 million in damages, $30 million in punitive damages and a judgment requiring the creation of a $100 million fund to pay for their medical monitoring and treatments.
This is the first case of Tepco being sued out of Japan. Fukushima is the marine version of Chernobyl, the entire area surrounding Pacific ocean can be the victims.
