Spain Proposes Law Prohibiting Recording And Capturing Of Local Cops In Action

Tyler Durden's picture

If a recently proposed law by the director general of Spanish police, Ignacio Cosidó, is actually enacted, it is likely that live (or replayed) webcasts, photos and any electronic recordings such as those seen recently from the Madrid anti-sovereignty riots may be a thing of the past. But not because they no longer exist: simply because very soon it may be illegal to actually record said events. El Pais reports that "authorities are studying the possibility that the next update to the Public Security Law could include an article prohibiting the recording, processing or circulation on the internet of police officers performing their duties, if doing so would endanger them or the operation in which they were engaged." These are the same riot cops who typically wear gas masks, and full riot attire and shields precisely to preserve their identity. But facts matter little when the liquidity tide is going out and all the Ponzi schemes are exposed to have been swimming naked. For now, Spain will be happy to little by little strip its citizens first of their rights to free expression, then all other rights, as it slowly but surely sells the country into Troika slavery.
From El Pais:
The police chief said the reform to the Public Security Law, which is being studied by the Interior Ministry, would seek to “strike a balance between the protection of the rights of citizens and those of members of the security forces. Only in recognition of the immense labor of the security forces are we able to progress toward achieving a more just, safer and peaceful society.”

The reform to the law could also include a penalty for taking part in a protest with a covered face.

Cosidó was speaking at a meeting with the Independent Labor Union of Public Workers (CSI-F), the Spanish Confederation of Police (CEP) and the European Confederation of Independent Labor Unions (CESI), which was convened to analyze the effects of the economic crisis on the operation of security forces. The measure, Cosidó said, is designed to protect the privacy of officers and their families and guarantee their rights of honor and image. The government, he said, will be able to “take a step forward” in providing the police with more safety to go about their work, “with strict compliance with the rule of law.”

During recent protests in Madrid, the actions of police were placed under the spotlight after videos were posted on the internet showing riot officers storming into the Atocha railway station firing smoke pellets and beating bystanders with their batons.
The director general also took the opportunity to express his support for the draft of a reform to the Penal Code that, he said, “sets out the basis for the prevention and prosecution of conduct that prevents a serious threat to public order.” Among the proposed changes to the law is the definition of a violent attack, which will include any aggression or threats of violence against security forces and ambulance and fire crews.
Guaranteeing their "rights of honor and image" will likely be better served if the same officers know that their every action will be always captured and scrutinized, and for the entire world to see, instead of take place in a dark, quiet corner without surveillance. But surely no authority enforcer has ever been known to take advantage of dark rooms when left alone with individuals who traditionally are guilty until proven innocent at least if there is no camera present. But not bankers. Never bankers. Bankers are immune from anything and everything.
After the police chief’s declarations, one of the largest unions, the Unified Union of Police (SUP), expressed its concern that Cosidó’s comments were “wishful thinking, we hope not demagogic, that doesn’t mention how to prevent the recording of images, something that would appear to be impossible in the technological society in which we live.”

In a statement, SUP suggested that Cosidó was trying to “deflect attention from the reality of the loss of purchasing power” of its members, after government cuts to public sector workers’ pay. “We ask that a comparative legal report with our neighboring democracies be drawn up to evaluate how they deal with the problem,” the union stated.
Judges for Democracy (JpD), a professional association of judges and magistrates, questioned the legality of preventing citizens from recording photos and videos of police officers on duty. The association’s spokesman, Joaquim Bosch, said the proposed reform was “extremely ambiguous and in no instance should be used to prevent the circulation of excesses on the part of police.”
While we are confident that this measure will ultimately fail in Spain, a national which paradoxically (still) has more freedom than the US, we bring it to our readers' attention because this type of progression is indicative of the direction the insolvent world is heading. Because first they take your freedom to use your cell phone camera, and when nobody says anything, they take away every other one.
Because remember, dear reader, to them you are merely a unit of consumption, preferably one with insurmountable and non-dischargeable student debt, as well as maxed out credit cards as far as they eye can see, who spends every hour away from the unemployment office or the version of Solitaire installed in the office PC watching reality and surreality TV during peak hours. Then you are truly a model citizen.

Forget the day-to-day images of riots and protests, the truth on the ground in Greece is far harsher. Just as we warned numerous times, social unrest is escalating rapidly and the extremists are gaining strength and power. One of Greece’s neo-nazi Golden Dawn party MPs says “there is already civil war, and Greek society is ready – even though no-one likes this – to have a fight.” The BBC’s Paul Mason reports on recent demonstrations surrounding the performance of a controversial play as tensions escalated and the Golden Dawn party “de-arresting” demonstrators – pulling them from police detention, as the police do nothing. The somewhat shocking clip below points out the incredible reality that is occurring on the streets of Greece – even as EU leaders claim Greece was not a topic at the EU Summit. The people ask “if we are in a democracy or a dictatorship?” and Golden Dawn (which has 18 seats in parliament) proclaims “On the one side there will be nationalists like us, and Greeks who want our country to be as it used to be; and on the other side illegal immigrants, anarchists and all those who have destroyed Athens several times.” As Mason concludes: the social and political outcome of the IMF and EU austerity program, and of the implosion of mainstream politics in Greece, looks like a catastrophe for democracy.
Here is the clip of the theatre riot and Golden Dawn abuse “Wrap It Up You Little Faggots. You Albanian Assholes”
The full ‘must watch’ BBC video is not embeddable, but worth viewing, so click image for link:

Are Greek police colluding with far-right Golden Dawn?
Greece’s far-right party, Golden Dawn, won 18 parliamentary seats in the June election with a campaign openly hostile to illegal immigrants and there are now allegations that some Greek police are supporting the party.
“There is already civil war,” says Ilias Panagiotaros. If so, the shop he owns is set to do a roaring trade.
Greek society is ready – even though no-one likes this – to have a fight: a new type of civil war,” he says.
“On the one side there will be nationalists like us, and Greeks who want our country to be as it used to be, and on the other side illegal immigrants, anarchists and all those who have destroyed Athens several times,” he adds.
You hear comments like this a lot in Greece now but Ilias Panagiotaros is not some figure on the fringes: he is a member of the Greek parliament, one of 18 MPs elected for the far-right Golden Dawn in June’s general election.
Theatre attack
…Last week he led a demonstration that closed down a performance of the Terence McNally play, Corpus Christi.
Wrap it up you little faggots. Yes, just keep staring at me you little hooker. Your time is up. “You Albanian assholes,” shouts Mr Panagiotaros in the YouTube clip.
Footage filmed inside the theatre, as rocks showered into its open-air auditorium, shows the manager making frantic calls to the chief of police, demanding protection from a mob that had begun to beat up journalists outside.
Other footage shows Golden Dawn MP Christos Pappas “de-arrest” a demonstrator, pulling him from a police detention coach, as the police do nothing.
“People went home with broken bones. Every day they phone me now, they phone the theatre, saying: your days are numbered.”
They phoned my mother, Golden Dawn. They said we will deliver your son’s body to you in a box of little pieces.
I want to be told if we are in a democracy or a dictatorship?
I ask Mr Panagiotaros: how can it be right for a party in parliament to have a uniformed militia that takes on, violently, the role of law enforcement, checking papers and overturning market stalls? He explains:
With one incident, which was on camera, the problem was solved – in every open market all over Greece illegal immigrants disappeared.
“There was some pushing and some fighting – nothing extraordinary, nothing special.
“Now, only with one phone call saying Golden Dawn is going to pass by, the police is going there. That means the brand name of Golden Dawn is very effective.”
He confirms the party’s strategy is to force police action against migrants and to claim their right to make citizens’ arrests against those they suspect of criminality.
“It’s like fashion - our dress code is now extremely popular and more people want to follow it. The brand name is synonymous with order, law and order and efficiency.”
And if it projects fear among perfectly legal migrants? I ask.
“There are no legal migrants in Greece,” says Mr Panagiotaros “not even one.”
Now Golden Dawn is suddenly everywhere. Its eight local offices at election time have become 60 nationwide. It is polling consistently as the third most popular party at 12%.
Rest assured we stand by the citizens and we try to prevent such situations.
And the issue driving support for Golden Dawn is clear: illegal migration.
Golden Dawn is at war with the political system and those who represent it, with the domestic and international bankers, we are at war with these invaders – immigrants.
“If the European Commissioner for Human Rights, the European Parliament, the Greek parliament don’t intervene in this situation I am afraid to think what’s going to happen. Europe must do something if they don’t want a revival of the Third Reich again.”
Close up, in other words, the social and political outcome of the IMF (International Monetary Fund) and EU (European Union) austerity programme, and of the implosion of mainstream politics in Greece, looks like a catastrophe for democracy.

You thought you’d heard it all when we reported on Houston PD’s assassination of a wheelchair-bound, schizophrenic, double-amputee armed with a pen; however, details on this latest police state fiasco are equally as shocking.

According to several news reports, UK police Tasered a 61-year-old blind man from Lancashire, England after misidentifying him as a suspect reportedly walking down the street with a samurai sword.
The Chorley Guardian reports that last Friday, as Colin Farmer, 61, made his way to a pub to meet some friends, he was approached by police, who, instead of identifying themselves, chose to blast Farmer with a 50,000-volt stun gun.
Of course, the kicker is the “samurai sword” was actually Farmer’s cane.
The man, who says the experience has left him “shaking like a leaf and scared to go outside,” is a two-time stroke victim and feared he would go into a third stroke during the unwarranted electrical onslaught.
Farmer gave the Chorley Guardian the gruesome details of his encounter, as the entire time he believed he was being mugged by a group of thugs:

“I didn’t even know the police were there,” said Mr Farmer, a Fellow of the Institute of Directors for 20 years.
“I heard this man shouting. I thought they were shouting at some people.
“I certainly didn’t know they were police – and I certainly didn’t know they were shouting at me.
“I thought I was going to be attacked by some hooligans. The next thing they fire a taser at me, though I didn’t know it was a taser at the time.
“I just felt this thump in my back. As soon as the Taser hit me I hit the ground.
“I hit my head on the floor, then this policeman came around. I said ‘I’m blind, I’m blind. I’m blind’.
“This policeman knelt on me and dragged my arms round my back and handcuffed me so tight I’ve had bruises since.
“I said you’re hurting me, I’m blind – and there’s no way he could not have seen my stick on the floor.
“I walk at a snail’s pace. They could have walked past me, driven past me in the van, or said ‘drop your weapon.’
“It’s a sad excuse. They wouldn’t even stop when I said I’m blind.
“I was absolutely terrified. I thought any second I’m going to have another stroke and this one will kill me.”
He also told the Daily Mail, “I thought that I was honestly going to die and they were going to kill me. All my muscles turned to dust and I thought I was having another stroke.”
The incident prompted an investigation by Lancashire Constabulary. Today, the Lancashire Police Chief Superintendent released a public apology on the police department’s website, stating:
“On Friday evening we received a number of reports that a man was walking through Chorley armed with a samurai sword. A description of the offender was circulated to officers and patrols were sent to look for the man.
[…] Lancashire Constabulary deeply regrets what has happened. We have clearly put this man through a traumatic experience and we are extremely sorry for that. Officers have remained in contact with him and his family over the past few days to enquire about his recovery and we will continue to keep in touch with him and keep him informed of our inquiry.”
Farmer doesn’t believe the police’s version of events: “In your wildest dreams, you couldn’t mistake me for having a Samurai sword…I didn’t just drop down in a helicopter. I’d walked a few hundred yards. They must have seen me.”
According to Sky News, Mr. Farmer is seeking legal recourse against the police department.
The AP wrote that Lancashire police later arrested a suspect “in connection with the sword reports.”
