Tepco publishes the seawater analysis data on the daily basis. They take samples for Strontium-90 at 16 locations around the port.
However, the data is still “under analysis” in 12 of 16 locations. This means, Strontium-90 analysis of the samples from those locations has never been completed since this June.
Especially, Tepco takes seawater samples only at 5 locations near outside of the port. However Tepco doesn’t even analyze the samples from 3 of 5 locations for Strontium-90.
Japanese Prime Minister Abe stated to IOC that the contaminated water is blocked within the port, but the reality is they block the data or don’t even take samples.

From the sampling data of 11/10/2013, all β nuclide (including Strontium-90) density of groundwater is still increasing at this location.
The latest reading was 710,000,000 Bq/m3. This is 30% higher than the reading of one day before.
At this sampling point, all β nuclide density has been increasing for 5 days, but the tank leakage is supposed to have already been stopped.
The source of contamination is not verified.

Following up this article.. JP Gov hasn’t given Tepco the approval to remove fuel from reactor4 pool [URL]
NRA (Nuclear Regulation Authority) published the approval on 11/12/2013 according to Tepco. The approval is to use the crane of reactor4 pool.
The safety inspection of the removal process will be started from tomorrow. Tepco plans to start the fuel removal after mid-November.

The discussion about reactor4 pool is all around on the internet.
Some people say there are no fuels in reactor4 pool anymore, some say there are.
I personally don’t know which one is true.
First of all, I would like to clarify that there was no fuel in reactor 4 itself. Reactor 4 and reactor 4 pool are different. I’m a little afraid this may be where this entire argument started.
Anyway, “No fuel” side says there mustn’t be the fuel because it steamed a lot in 3 / 11.
Actually the NRC document says there was no water in the pool.
However actually the pool can’t indicate the water level when it goes lower than a certain level according to a NRC document that anonymous leaked in the summer of 2012. Nobody therefore can prove there was no water in the pool. It’s only the visual inspection.
American nuclear plants also use the same structure of the spent fuel pool as reactor 4. For this reason, NRC might be pressuring Tepco and Japanese government to conceal the things about reactor 4 pool possibly.
From the report of the governmental accident investigation committee, which my old teacher is also a member of, at least 2 fires were observed in the different places of reactor 4 building. It is not clear who and how put it out.
Sure just “fire” cannot ruin the nuclear plant building that much.
The explosion of reactor 4 is reported to be the “hydrogen explosion” by Tepco, but the committee finds it still questionable.
However, 5 different seismic monitors recorded an explosive shock 2 mins before the “explosion” itself. (cf, [Reactor 4] Explosive shock was detected before the explosion [URL])
Everything is messed up.
The basis to think there are still fuel is the fact that Tepco removed 2 assemblies of the new fuel last year. It’s a little questionable if they can manipulate thousands of the workers for over one year.
As a matter of fact, it may be worse if there are still fuel.
Tepco has made no prevention in case the fuel reaches critical state. This is what scares me the most. They only say it can’t go critical state because they pick up one assembly each time. They state even if it goes, it won’t affect the outside of the plant area.
Because it is not supposed to have an accident, they don’t take any prevention. This is the tradition of nuclear industry and this is how 311 happened.

All β nuclide (including Strontium-90) density in groundwater has been increasing for 4 days.
The location is beside the tank area that experienced 300m3 of leakage. The density has risen up by 62% since 4 days before.
According to Tepco, the leakage has already stopped. The source of contamination hasn’t been verified.

According to Tepco’s spokesman, NRA (Nuclear Regulation Authority) has not given Tepco the approval to remove the fuel assemblies from reactor4 pool.
They announced the removal can be started in mid-November. It is not clear when to publish the approval.
[Impervious wall broken ?] Groundwater level near the plant building in sync with ebb and flow of the sea

The groundwater level “inside” of the impervious wall is in the sync with ebb and flow of the sea.
In order to shut out the contaminated groundwater from the sea, Tepco built the impervious wall on the coastal line on the seaside of reactor 2 building.
From Tepco’s own data however, the groundwater level rises and falls as the tide level changes. The trend has become clear since mid-October.
It can prove the impervious wall has already started been deteriorated or broken somehow, and seawater and contaminated groundwater are being exchanged again.
In the press conference of 11/11/2013, Tepco’s spokesman stated they don’t know the reason.

Tepco found 3 more leakages on 2 contaminated water tanks from 11/9 to 11/10/2013. 70μm dose equivalent rate (β) was 24.5 ~ 29.8 mSv/h at 5cm from the leakage points.
Tepco stated no on-going leakages were found by the visual inspection.
All of those leakage points are on the joint parts of the tanks.
As the provisionally build tanks are deteriorated, highly contaminated water is gradually leaking out.

The highest level of Cesium-134/137 density was detected in seawater beside the plant drain outlet. It’s outside of the plant port. The location is on the map below (Pink circle).
Cs-134 density was 3,500 Bq/m3, Cs-137 density was 8,100 Bq/m3. The sampling date was 11/9/2013.
This is higher than the former highest level in Cs-134 density by 100 Bq/m3, which was sampled on 9/15/2013.
From the research of Fukushima Diary, Cs-134/137 is frequently detected in seawater at this point recently. Having contaminated water continuously flow in the drain to the sea, it can be accumulating in the sea.
