The CEO of the largest food bank in America has suggested that planned cuts in food stamp benefits set to take effect on Friday could spark riots.

Margarette Purvis, the president and CEO of the Food Bank for New York City, told Salon.com that the expiration of stimulus funds, which will see the Supplemental Nutrition Assistance Program reduced by $5 billion dollars, will have an “immediate impact” and represent a recipe for civil unrest.
“If you look across the world, riots always begin typically the same way: when people cannot afford to eat food,” said Purvis, adding that families face the “daunting” prospect of losing a whole week’s worth of food every month.
The nationwide cut will take 76 million meals off the table of poverty-stricken New Yorkers alone, equating to about 16 meals a month for a family of three. The Center on Budget and Policy Priorities has labeled the cut to the SNAP program “unprecedented” in “depth and breadth.”
As we previously highlighted, even the mainstream media is invoking the threat of riots that could ensue as a result of the food stamp cut, with Fox News’ Neil Cavuto linking the issue to the Department of Homeland Security’s recent $80 million dollar outlay on armed guards to protect government buildings in upstate New York.
“November 1st could be a very very iffy kind of a day….this could be all hell breaks loose day,” warned Cavuto.
His concerns are not without foundation given that a glitch in the system which temporarily halted EBT purchases for just a few hours earlier this month led to looting and mini-riots at several Walmart stores.
Reacting to the downtime, food stamp recipients warned that if the glitch was to re-occur it would lead to Rodney King-style riots, a reference to the 1992 L.A. riots which resulted in 53 deaths, 2,000 injuries and over $1 billion dollars in property damages.

Will November 1st bring food stamp/EBT riots to America this coming Friday? This story from Dean Lautermilch shares with us three big changes that are coming this Friday to the SNAP program and shares with us that considering the recent near riots that occurred after the SNAP snafu just days ago, these changes alone could lead to some rather unpleasant events here in America as shared in the videos below.

It is a safe that that some social unrest and possible rioting could be starting this coming Friday the 1st of November. While some states are notifying recipients of SNAP benefits their benefit cuts in a letter, other states will let the recipients find out when they complete their first transaction and their total amount left is printed on their store receipt after their first transaction. The amount could be as little as eleven dollars per month per person on the card, to a lower amount due to benefit re-calculation that was done in October, to the worst case scenario of the card being invalid as the person was cut all together. The recipients will be finding out the news a number of ways over the first ten days of November.  While SNAP is funded on the federal level, the states have control over the program. While the main stream media has been reporting that benefits are going down an average of 5.5% they are not reporting all the changes that will result in many getting cut off completely and others finding out they have to work for benefits.

Three Changes Coming On November 1st

1. Across the board benefit reduction

One change that everyone will get is at least a 5.5% reduction in SNAP benefits. For a family of four the best case scenario will result in thirty six less dollars a month or four hundred and thirty two dollars per year. For someone who is already struggling to make ends meet this will be a measurable impact. Since states are independent in their calculations some recipients will see a higher percentage in cutbacks depending on where they reside.

2. Work Waiver Expiring 

To help slow the growth of food stamps in the 1990s and get recipients to work, Congress passed The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 which added a work requirement for many to obtain food stamps. That requirement was that ‘Able-Bodied Adults Without Dependents’ had to work at least twenty hours per week or be enrolled in a federally approved job training program to receive benefits. Otherwise the recipient could only obtain SNAP benefits for three months per thirty six month period.

3. SNAP Categorical Eligibility Changes

The SNAP Categorical Eligibility that was adopted in 2009 allowed states to enroll recipients that were just above Federal qualifications levels. This allowed millions more to qualify for assistance. This map shows how each state raised the bar to allow more to qualify for SNAP. With the changes in the eligibility levels millions will suddenly be cut off from SNAP. This change has had the least of any media coverage.
