Seawater fence for reactor5&6 cut off / Can’t fix it due to the high waves for the Typhoon

On 9/25/2013, Fukushima Diary reported the next typhoon was approaching Fukushima nuclear plant area.

According to Tepco, the seawater fence called “silt fence” was found cut off in Fukushima plant port around 11:00AM of 9/26/2013 (JST).
The fence was to barricade the moving marine sediment in front of the water intake for reactor5&6. Now the sea contamination is likely to be spreading over with the opened fence.
Tepco commented it can’t be fixed because the waves are high due to the Typhoon. It is not investigated why the fence was cut off yet.

Following up this article.. Japan Meteorological Research Institute “Contaminated seawater reaches the east coast of Australia and Indonesia” [URL]
In the regular press briefing of 9/25/2013, the chairman of Nuclear Regulation Authority, Tanaka reviewed the Pacific contamination situation and commented the marine lives contamination and seawater pollution are not so serious yet.
He didn’t mention the dilution by the seawater.
He commented because the situation is not so serious, they don’t have to be so nervous yet.

On 9/26/2013, Tepco announced radioactive water Tritium is not additionally produced in the reactors from their analysis.
From their sampling of 10. 2012 ~ 5. 2013, Tritium density was the same level in the retained water in reactor1~3, coolant water and the gas from the reactors. Having this analysis, they concluded Tritium is only circulating in coolant water and the reactors.

On 9/26/2013, Tepco announced they cannot disclose the data about radioactive material discharged to the atmosphere because the crane for reactor3 is broken.
They are to publish the dust sampling data about radioactive material discharged from reactor1~3 to the atmosphere. The samples are taken from the operation floor of each reactor.
Tepco stated they plan to publish the data in mid October.
Since the end of July, “steam” has been constantly observed on the top of reactor3. The reason is not verified and Tritium density hasn’t been published either. Tepco didn’t announce the connection between the delay of the data publish and the unverified “steam” from reactor3.

[Next typhoon approaching Fukushima] Tepco plans to transfer contaminated water back to reactor buildings

The next Typhoon (Pabuk) is estimated to approach offshore Fukushima nuclear plant around 21:00 of 9/26/2013 (JST).
When the last Typhoon hit Fukushima plant on 9/16/2013, they ended up discharging the “rainwater” retained in the tank areas.

This time Tepco considers to transfer the overflowing “rainwater” to 4,000 tones tank by vacuum cars. In the worst scenario, they plan to transfer the overflowing water back to the reactor buildings according to Tepco.
It would increase the volume of contaminated water to filter.

Having been required by Nuclear Regulation Authority to take prevention based on the worst assumption, Tepco announced they are calculating the possibility of collapsing and the potential damage of it.
Tepco’s vice president of Aizawa stated it in their press conference of 9/25/2013.
At this moment, the 28m radius area from the stack is off-limits.
Tepco “We don’t think contamination reached the groundwater bypass wells”

Since the contaminated water tank experienced 300m3 leakage, high level of radioactive water Tritium has been measured in groundwater taken near the groundwater bypass wells. Tepco plans to discharge the pumped up water from those wells without filtration.

Regardless of the radiation measurements beside the wells, Tepco’s vice president Aizawa stated they still don’t think radioactive material reached groundwater bypass wells on 9/25/2013.
He commented when they detect high level of radioactive material from groundwater bypass well, they would have to take countermeasures. However none of the details about the countermeasures were announced.

In the press conference of 9/25/2013, Tepco announced the tank construction can’t catch up with the increasing pace of contaminated water.
According to Tepco, the increasing speed of the contaminated water is too fast. Now they are having a sub-contract company build tanks in one tank area in each time, but they are considering to have two sub-contract companies build tank in two tank areas at once.
They had unwelded type of the tanks leak, so they need to increase the welded type of the tanks. However, they don’t plan to build more welded type of the tanks after this September. Tepco commented they are “trying to think of the solution”.
