Fukushima worker “Tepco had to choose vulnerable flange type of the tanks for the shortage of workers”

Being aware of the leakage risk, Tepco built 350 of flange type of the tanks, which are not welded and vulnerable.
Tepco is stating it was inevitable because they didn’t have time.
However on 8/28/2013, the Fukushima worker Happy11311 commented on Twitter that the shortage of the workers also made Tepco keep making the flange type of the tanks.

On 8/28/2013, Tepco announced they have been shooting gunite (cement) on the wall of reactor4 building since this June.
According to Tepco, reactor4 building has the pillars, beams and walls exposed to the outside without the concrete surface.
In order to prevent the deterioration, they need to spray the cement over the exposed reinforcing bars.

On 8/28/2013, a Fukushima worker was found contaminated over the head, face and the chest. The worker is not a Tepco employee, but a subcontract company worker.
He was involved in transferring the contaminated water from the leaking tank of 300m3.
According to Tepco, the worker was released after “wiping the contamination”, but the contamination level before the wiping is not announced for some reason.
Because they detected 5,000 cpm on the head even after the decontamination, the worker is ordered to have whole body counter test later.
