Fukushima debacle updates - August 24 , 2013 - we now have cause for immediate termination of Tepco and frankly Japan itself as being the lead principal in charge of cleanup / remediation and cessation of the ongoing nuclear Category 21 Event ......Criminal negligence as to Tepco , Crimes against humanity by Japan.. Removal from authority at once- if by force if required , or humanity is at risk ! This should be debated at the UN Security Council immediately , the hell with Syria and those dubious chemical weapons charges !

Base concrete of the tanks has no reinforcing bars

Following up this article..[Breaking] (Tank leakage) Tepco reused the tanks that went through land subsidence since 2011 [URL]

In the extraordinary press conference, Tepco’s spokesman commented in the tank area that had the land subsidence, the base concrete (20cm thickness) has no reinforcing bars.
There were 15 tones on the base concrete. Each tank has 1,000 tones of contaminated water.
From the photos Tepco released, the base concrete looks cracked due to the land subsidence. The reason why they didn’t put the reinforcing bars was not announced.

In the extraordinary press conference of 8/24/2013, Tepco announced the three leaking tanks have been reused.
Tepco states those three tanks were initially installed in a different area. However, the area had 20cm of land subsidence in July of 2011. The base concrete sank underground.
Instead of abandoning the potentially damaged tanks, they reused them in the new areas to end up causing the leakage.
Tepco commented the causality of the leakage and the land subsidence is not verified.

PCV pressure of reactor2 suddenly decreased to be half / Reason not verified

According to Tepco, PCV pressure of reactor2 suddenly decreased in the early morning of 8/24/2013. The reason is not identified yet.
Around 1:00 AM of 8/24/2013, Tepco found the PCV pressure and exhaust gas volume decreased in reactor2. As a result of the investigation, they found “the unverified flow of air” near the inlet of the gas management system so they shut it down at 10:40 AM.
Tepco claims no abnormality was reported at the monitoring posts and the dust monitoring posts on the first floor of the turbine building.
The PCV pressure of reactor2 decreased to be half within 12 hours. (23:00, 13.19Kpa g→ 11:40, 6.62Kpa g)
Exhaust gas also decreased by 21% within 12 hours, and it hasn’t come back. (23:00, 16.03Nm3/h → 11:40, 12.66Nm3/h → 15:00, 12.66Nm3/h)

Chris Busby says:
This sounds very bad. If the pressure suddenly falls something has suddenly happened which increases the volume of the Pressure Vessel which means decreasing the mass/volume of its contents. Alternatively there has been a sudden drop in temperature, but that is not what they say. To fall by half (PV= constant) means either half its contents has spilled out or a hole has appeared. But if a hole appeared, the pressure would drop to atmospheric unless the hole plugged itself in which case it would come back up to the original value. So it does look (unless the measuring device is faulty) as if the reactor has suddenly lost half of its contents.I suppose it is possible that a very small hole and loss of water or gas at some limiting rate could be the explanation. Lets hope so.

Using forensic pathology  terms , Fukushima , with its combined airborne and seaborne radiation contamination represents what could be a considered  a " terminal event ". Busby is elegantly brutal in his takedown of what has happened previously , what is happening now and the view forward !

RO Waste Water Leak: TEPCO's Modus Operandi Is "Bad But Cheap", Says Fukushima I Nuke Plant Worker


There is another worker who's been tweeting from Fukushima I Nuclear Power Plant besides "Happy". He is known as "Sunny", and despite the cheerful twitter handle, he is often more sarcastic and more critical of TEPCO than "Happy". Still, just like "Happy", "Sunny" is doing what he's been doing with the sense of responsibility and mission. (Both of which are sorely lacking in TEPCO's management, I have to say.)

In short, he says the leak of RO waste water from the storage tank(s) happened because TEPCO counted on ALPS, multi-nuclide removal system, too much.

Oops. The hot run of the system has been stopped when TEPCO found the leak and corrosion in the stainless steel tanks used in the system.

タンクをボルト締めとライニングで組み立て。対してMIGやMAGの自動溶接機。造船なんかいろいろ見たらみんな自動溶接なのな。なぜそうしないか。スピード云々よりも、コストだな。大量にやればタンクは余裕を持ちコストも安くなる。ではなぜそうしないか。アルプス稼働が前提だからである。

Tanks are assembled with bolts and linings, as opposed to being welded using automatic welding machines like MIG and MAG. Shipbuilding uses automatic welding machines. Why didn't TEPCO use them? It's not the matter of speed [that's TEPCO's excuse] but cost. But if you build a large enough number of tanks you have extra capacities and the cost becomes lower. Why didn't TEPCO do that? It's because all their plans depended on ALPS.

アルプスが動けばタンクは余る。なのでタンクは余分には作らなかった。その分無駄になる。溶接なんかすれば余計金がかかる。ところが今回の事象でタンクの除染と調査、対策の水平展開でそれ以上に金がかかってしまう。最初から溶接にしとけば、水抜して除染してから溶接なんてことにもならんかろうて。

If ALPS becomes operational, there will be excess tanks. So TEPCO didn't build tanks more than enough, because it would be waste of money. Welding the tanks would cost more money. However, the incident this time will cost yet more money for decontamination of the tank(s), investigation, and countermeasures. If the tanks were welded from the beginning, TEPCO wouldn't have needed to empty the water, decontaminate the tank(s) and weld.

The incident was bound to happen, because of TEPCO's cost cutting measures, their "our plan is always perfect" mentality, their risk management and their lack of knowledge in the field it is unfamiliar with. In other words, it is exactly the same as the Fukushima I Nuclear Power Plant accident. Besides, the incident this time was easily preventable. It is like riding a car without any seat belt, because it is "annoying".

They are not isolated or sporadic events, but are part either of a government policy (although the perpetrators need not identify themselves with this policy) or of a wide practice of atrocities tolerated or condoned by a government or a de facto authority . ) 

Japan is going to have to pay astronomical value of compensation for the world.

This is why Japan is making it unclear who is in charge of Fukushima, -Tepco ? or Japanese government ?
Due to the series of recent leakage, media coverage came back to Fukushima again.
Fukushima has actually been in the spot light for long compared to other industrial accidents.
but we will not see the end of the media coverage.

What media wants to know is who is responsible for the leakage, and also the whole decommissioning project of Fukushima plant.
Now nobody thinks Tepco is capable of doing it. It looks strange for the government to leave just one company in charge.

In this emergency, Japanese Prime Minister doesn’t even make an official announcement.
He doesn’t even mention the leakage.
It’s possibly because if he steps to Fukushima, it would look like Japanese government is finally going to take over the decommissioning project for the international world.

The bottom line is there is no technology to settle it down whoever becomes responsible.
However, the difference of when Tepco takes responsibility and when Japanese government takes responsibility is the solvency.

On 8/23/2013, China Central TV attended Tepco’s press conference and asked about the international effect of the unstoppable leakage.
International world is becoming seriously worried about the endless contamination of the Pacific.
In short, they are wanting to know if they can be properly compensated.

It has been anticipated since day 0 that Japan is going to have to pay astronomical amount of compensation.
Japanese government is gaining time by having Tepco the scapegoat.
However, it’s only the matter of time.

Japanese people may need the compensation for medical care in a few years, but it would be paid from their own savings.
Fukushima nuclear plant accident was a little bit too big for one government to pay for.


If Japan won't yield to international demands for an " All World Team of Experts " compiled by the UN to take over Fukushima and use all best efforts to stabilize Japan's  potential extinction event involving not just Japan but all humanity , perhaps the UN should sanction invasion ? Japan and Tepco will incompetently mishandle the ongoing debacle , lie about the status constantly - and then one day we just will see grown men crying non stop amidst non stop apologies....but it will be too late by then !

In the press conference of 8/23/2013, Tepco stated that they can’t make a comment about how the contaminated water leakage affect neighboring countries.
This was the answer for the question of China Central Television. They mentioned Soma city fishery cooperative having given up the test fishing due to the marine contaminated. They asked Tepco’s spokesman about the possibility that the contaminated water leakage causes the same situation to the neighboring countries such as China, South Korea etc..
