Following up this article.. Tepco to hold an extraordinary press conference about reactor3 “steam” at the headquarters [URL]
The steam is still coming up at the moment of 16:00 7/18/2013.
In the press conference, Tepco stated the stream is the rain.
Tepco’s spokesman commented the atmospheric temperature is 20℃. The temperature of the top of RPV is approximately 40℃. Rain was heated and the steam was observed.
According to Tepco, the same event happened in July of 2012, but they didn’t report it.
It didn’t last as long as this time last year. It is not verified what caused the difference.
For the question of freelance journalist Kino to ask “Why wasn’t the steam observed in winter”, Tepco replied “Rain flowed to the hottest part by chance.”.

A cooperative company worker found steam / gas coming up from reactor3 in the morning of 7/18/2013.

Tepco is stating the reactor is not in the critical state judging from the plant parameters, but the reason is not verified.
Here Fukushima Diary reminds readers of three important facts about reactor3.
1. Tepco has been trying to remove the steal beam truss on the top of reactor3
Currently the spent fuel pool of reactor3 is exposed to the outside. Tepco is now trying to cover the pool but the crippled steal beam truss is preventing.
At the moment of the end of May, they are still struggling to remove the truss by unmanned heavy equipment. Last September, Tepco dropped a steel frame of 7m long and 470kg into the SFP of reactor3 by the mis-operation of remote controlling crane. 514 assemblies of spent fuel and 52 fuel assemblies are kept in the pool.

2. Increasing earthquake may have changed the positions of molten fuel
In July, M3~M4 class of earthquakes are happening more frequently. From the research of Fukushima Diary, from 7/11 to this moment, there were 28 earthquakes. Most of them had epicenters around Fukushima / Miyagi offshore. In the same term of June, there were only 16 earthquakes.
No significant damage was reported due to the earthquakes but it may have changed the positions of the pieces of molten fuel inside of the reactor.
3. The spin
Unverified steam / gas has been observed since before but Tepco has not pick up any of them.
Fukushima nuclear plant is now full of problems related to leakage of contaminated water, sea contamination etc. There may be a possibility that they intend to swerve the focus to something not the most important.
