[Analysis] Why J Gov didn’t evacuate Eastern JP -What Kan possibly was the most afraid of

In Metropolitan area, nearly 40 millions people are living.
After 311, Japanese government downplayed Fukushima accident and did not evacuate the 40 million people.
Some of the researches show the contamination level in Tokyo is worse than the evacuation zone of Chernobyl. Also, actinoids have almost never been analyzed in Tokyo area.
About the reason why Japanese government didn’t evacuate people, the EX Prime Minister, Kan stated evacuation would have caused social confusion. Old people and people who need medical care might have been seriously risked.
I personally thought it was because of the potential economic damage. Metropolitan area is one of the mega economic centers in the world. Even if it’s temporary, stopping it functioning must have caused the enormous loss, which can be a trigger of another economic crisis. They chose slow death.
However, macroeconomics-wise, probably it would have been just a “shift” of the economic center. It may take some time but China or other Asian countries would have taken over the economical role of metropolitan area.
Here, there is a missing perspective.
What Kan was the most afraid of may be the possibility that the whole metropolitan area rejects evacuating in spite of his order.
This is merely a hypothesis but nobody has analyzed Japan from this perspective after 311.
Japan is the society of “consensus”. It’s entirely controlled by the “atmosphere”. It therefore has no leader.
Kan was not an exception. He did not show a strong leadership before 311.
It’s a possibility that (almost) no one would have evacuated in spite of his order including the economic world (corporations) and the bureaucrat system (Police, SDF etc..).
That would cause the total loss of the authenticity of the government. It would stop Tepco and SDF from trying to settle Fukushima plant, and rescuing the tsunami/earthquake disaster area.
Also, the authenticity of the government is strongly connected to the value of Yen, national bond, value of land and other national property. Once they lose the authenticity, it’s impossible to regain it.

#Fukushima I Nuke Plant: Two Very Dead Rats in the Transformer Box for Reactor 2 SFP Cooling System


(UPDATE 4/22/2013) It took workers 4 hours to remove the rats and make sure the transformer was OK. Cooling of Reactor 2 SFP resumed. The water temperature rose 0.1 degrees Celsius to 14 degrees Celsius during the halt.

They were discovered by a team of workers patrolling the premise. One of the rats, the gray one in the photo below, looks like he's been there quite a while.

The box that these rats were found is that small box on the ground on the left-hand side of the photo below:

Cooling of Reactor 2's Spent Fuel Pool was halted as of 11:36AM to remove the rats and make sure the transformer was not damaged. The temperature of the water in the SFP was 13.9 degrees Celsius. TEPCO estimates a few hours for the work of removing the rats and ensure safety of the transformer.
