According to Tepco’s plant parameter published on 12/28/2012, the water temperature of RPV in reactor5 jumped from 33.1℃ to 36.5℃ within one day.
It was 33.1℃ at 11:00 12/27/2012, but jumped up to 36.5℃ at 11:00 12/28/2012.

According to Tepco, this is the first case of being sued outside of Japan. Here Fukushima Diary is to suggest 3 mysterious points about this lawsuit.

1. What is the evidence ?
The primary source “Courthouse news service” doesn’t mention the exact figure of the dose or nuclide.
It only states “dangerous levels of radiation”, however, it reads

What is that “then-existing data uniquely known to the defendant” ? This will be the central figure of this lawsuit and the result would affect thousands of other cases to follow this one, from the inside and the outside of Japan.
2. Why don’t they sue their own government, America ?
If your boss makes you go to somewhere dangerous knowing it is dangerous, it would be the fault of your boss. However in this case, these 8 US Navy sailors don’t sue their own government America but do sue Tepco, and blame Japanese government. If they are sure that American government was also deceived by Tepco and Japanese government, it is questionable why American government doesn’t sue Tepco. These sailors were not given information directly from Tepco or Japanese government, also, US navy must have measured radiation by themselves. NRC was also analyzing the released radioactive material to determine the evacuation zone.
3. Why didn’t Tepco pay hush money ?
Victims are not only these sailors. Other sailors on the rescue mission, stayed in base, ordinary citizens, they were all exposed. It’s not only radiation exposure. Tsunami debris is reaching the west coast of America, sea contamination is affecting entire Pacific ocean and fishers and consumers may be affected. They are all the potential plaintiffs and the sum of compensation will be over national budget of Japan. This has been anticipated since 311.
If Tepco loses, it will break the embankment for the Tsunami of international lawsuits. Even if Tepco wins in the beautiful friendship of nuclear industry, they would still have to take the risk of having inconvenient truth exposed in public. It seems wiser for Tepco to have paid hush money for potential plaintiffs.

According to mid/long term roadmap of Tepco released on 12/27/2012, 10 million Bq of cesium-134/137 is still released from reactor1, 2 and 3 every single hour.
This is measured at the top part of each reactor building. The amount is computed from the dust density of Cs-134/137, other nuclides are excluded.
Since this April, the releasing amount has been stably around 10 million Bq / hour.

According to the mid/long term roadmap of Tepco released on 12/25/2012, increase of Kr-85 and hydrogen gas has been observed in PCV of reactor2.
Kr-85 and hydrogen gas are fission products, but Tepco states these were produced just after 311 to remain in the suppression chamber.
In order to keep the hydrogen concentration lower than 2.0%, Tepco is going to inject nitrogen gas into suppression chamber of reactor2, but the exact schedule is not made yet.

U.S. Sailors Sue Japan Over Fukushima
SAN DIEGO (CN) - The Fukushima nuclear disaster exposed Navy rescue workers to dangerous levels of radiation, which the government-owned power plant covered up, eight U.S. sailors claim in court.
Eight crew members of the U.S.S. Ronald Reagan, whose home port is San Diego, sued the Tokyo Electric Power Co. in Federal Court.
They claim the utility company, "a wholly owned public benefit subsidiary of the government of Japan," misrepresented radiation levels to lull the U.S. Navy "into a false sense of security."
Lead plaintiff Lindsay R. Cooper claims Tokyo Electric (TEPCO) intentionally concealed the dangerous levels of radiation in the environment from U.S. Navy rescue crews working off the coast of Japan after the March 10, 2011 earthquake and tsunami set off the nuclear disaster.
"TEPCO pursued a policy to cause rescuers, including the plaintiffs, to rush into an unsafe area which was too close to the FNPP [Fukushima Nuclear Power Plant] that had been damaged. Relying upon the misrepresentations regarding health and safety made by TEPCO ... the U.S. Navy was lulled into a false sense of security," the complaint states.
There were 5,500 sailors aboard the Reagan, the plaintiffs say, but this is not a class action. Six of the eight plaintiffs worked on the flight deck of the aircraft carrier; two worked in air contamination or the "air department." One sued also on behalf of her infant daughter.
Japan called the relief effort Operation Tomadachi.
The complaint states: "Defendant TEPCO and the government of Japan, conspired and acted in concert, among other things, to create an illusory impression that the extent of the radiation that had leaked from the site of the FNPP was at levels that would not pose a threat to the plaintiffs, in order to promote its interests and those of the government of Japan, knowing that the information it disseminated was defective, incomplete and untrue, while omitting to disclose the extraordinary risks posed to the plaintiffs who were carrying out their assigned duties aboard the U.S.S. Ronald Reagan."

"As a consequence of the earthquake and tsunami, the reactors were damaged and power to the cooling mechanism of the FNPP was interrupted, resulting in a meltdown of the fuel and reactor itself, thereby triggering the release of high levels of radiation."
And, they say: "Defendants had actual and/or constructive knowledge of the properties of radiation that would ensure that, once released into the environment, radiation would spread further and in concentrations that would cause injury to the plaintiffs."
The plaintiffs claim the government deliberately misled them: "the Japanese government kept representing that there was no danger of radiation contamination to the U.S.S. Reagan ... and/or its crew, that 'everything is under control,' 'all is OK, you can trust us,' and there is 'no immediate danger' or threat to human life, all the while lying through their teeth about the reactor meltdowns at FNPP.
"Such reports were widely circulated with the defendant, TEPCO's, organization at the time it was published, despite the fact that the defendant knew that higher levels of radiation existed within the area whereat the plaintiffs and their vessel would be and were operating."
TEPCO controlled all activities at the power plant, so it is responsible for the plaintiffs' radiation exposure and subsequent damages, the sailors say.

Tepco is having contaminated water leakage almost everyday. (cf, Contaminated water leakage from reactor6, “already absorbed into the ground” [Link])
On 12/26/2012, Tepco had another leakage at the desalination system.
The leaked water contained
Cs-134 : 3.4×10^5 Bq/m3
Cs-137 : 5.5×10^5 Bq/m3
Atmospheric dose (Distance from the water surface is not known.) : 2.0 mSv/h (ฮณ+ฮฒ)

On 12/25/2012, Tepco reported contaminated water leaked from water purifying system of reactor6.
Tepco comments it’s “low level of contaminated water” but 4.3×10^5 Bq/m3 of gamma nuclide is contained. No data about the density of beta and alpha nuclides have been announced.
The leaked water was absorbed into the ground.
