The military has been asked to provide up to 3,500 extra troops to guard the London Olympics, amid concerns that private security firm G4S will be unable to deliver the number of staff it promised.
Ministers have been forced into the last-ditch move only a fortnight before the Games because they are concerned that G4S cannot guarantee it will be able to supply the 13,700 guards it was contracted to deliver.
(…) “This has been an accident waiting to happen. The Home Office has waited to make a decision on this because G4S has been saying it is all in hand. But we’ve run out of time.”
“The army will provide an insurance policy,” said a Whitehall source. The armed forces are already providing up to 13,500 personnel for the Games – split between the venues and back-up for police. Under the contingency plans, this could reach 16,500 – 7,000 more than are being deployed in Afghanistan.

Officialdom in Miami-Dade is working with the U.S. Air Force to spray mosquitos.
“This newest round of mosquito control involves a large C-130 cargo plane based in Ohio to spray Homestead ARB and communities of Doral, West Sweetwater, Kendall, Homestead, Florida City and areas east of U.S. 1, where heavy concentrations of mosquitos have been reported,” CBS Miami reports.
While a more or less moribund Posse Comitatus Act forbids the military from participating in state and local police functions, the use of the military in activity that is the responsibility of local government is another example of how the military is being systematically integrated into civilian operations.
The founders harbored a deep antipathy toward standing armies. The Third Amendment to the Constitution deals specifically with the quartering of troops in private homes, but its inclusion in the Bill of Rights reveals the mindset of the founders regarding standing armies.
“A standing military force, with an overgrown Executive will not long be safe companions to liberty,” James Madison wrote. “The means of defence agst. foreign danger, have been always the instruments of tyranny at home. Among the Romans it was a standing maxim to excite a war, whenever a revolt was apprehended. Throughout all Europe, the armies kept up under the pretext of defending, have enslaved the people.”
Standing armies “in time of peace are dangerous to liberty, and therefore ought to be avoided, as far as the circumstances and protection of the community will admit; and that in all cases the military should be under strict subordination to and governed by the civil power,” Patrick Henry wrote.
Residents of Florida may not easily see the connection between the tyranny of a standing army and the Air Force spraying pests. However, using the military in an operation that is the responsibly of civilian government reveals that the warnings of Madison, Jefferson and Henry are no longer heeded or for that matter relevant.
Since September 11, 2001, the government has devised an elaborate plan to merge civilian and military operations, most notably under the aegis of a coordinated response to terror attacks and natural disasters and other emergencies.
Military troops have appeared on the street in response to a murderer at large and as security personnel at the Kentucky Derby. The Pentagon now routinely cooperates with the Department of Homeland Security and state and local law enforcement and has worked locally to oversee and man traffic checkpoints and even arrest civilians.
This is not coincidental. The federal government has a keen interest in merging military and local government operations in direct violation of the Tenth Amendment. If the founders were alive today, they would recognize this for what it is – the very essence of tyranny.

Garbage collectors are being trained by police to be on the lookout for terrorists in the run-up to this year’s Republican National Convention in Tampa, Florida. The terrorist depicted in the role playing scenario used to train garbage workers is a young white woman while her victim is a Middle Eastern man.
“Anarchists, terrorists and plain old thieves and creeps, your new foe wears work boots and fluorescent vests. Meet the garbage men,” reports the Tampa Bay Times, noting that police are involved in training garbage collectors to “spot suspicious activity on their routes” in preparation for this August’s RNC in Tampa.
Told that the Waste Management company itself could be a target, workers were shown examples of “suspicious” activity which included a man taking pictures of a garbage truck and were ordered to be on the lookout for anyone “taking an undue interest in our bins.”
Workers were told not to get involved in any potential incident, merely to report the suspicious activity to police.
The fact that the training video showed to the workers also outlined a scenario, “showing an image of a young white woman who was a suicide bomber, a young Middle Eastern man who was a victim,” is becoming par for the course.
The threat posed by Islamic extremists has now been largely marginalized in the effort to portray average American citizens as potential terrorists. As we reported last week, a DHS-funded study characterized conservative Americans as terrorists while glossing over Muslim extremists. Numerous Homeland Security PSA videos have also depicted white Americans as the most likely terrorists.
On completion of training, garbage workers get a certificate confirming their status as a ‘Waste Watch’ snoop and also receive a special baseball cap.
Garbage workers are already being used by large companies and the state to spy on American citizens across the country. Local authorities across the U.S. are using cutting edge technology to spy on the contents of people’s trash cans and issue them with fines for non-compliance.
Such programs are already in place in major cities such as Miami Beach Charlotte, N.C., Cleveland, Ohio, Boise, Idaho, and Flint, Michigan, where ‘trash supervisors’ are dispatched to intimidate homeowners and issue them with fines for failing to recycle properly.
Back in 2010, we reported on how the FBI was involved in training garbage collectors to watch for suspicious activity under the Waste Watch program.
However, Waste Watch is not the only program of its type which trains blue-collar workers to look out for terrorists and report suspicious behavior.

    Before the SuperBowl earlier this year, the TSA trained hot dog sellers and thousands of other vendors, parking lot attendants and bus drivers to look out for “indicators and planning tactics of potential terrorist activities.” The story went viral and caused widespread condemnation following a link on the Drudge Report.
    The First Observer program has previously been used by the TSA on America’s highways, most recently in Tennessee for the purpose of “bothering truck drivers and passengers by subjecting their cargoes to exhaustive searches,” as former Congressman Bob Barr wrote back in November.
    Drivers were also recruited to become snitches under the auspices of “See Something, Say Something,” as VIPR teams (Visible Intermodal Prevention and Response) worked with the Tennessee Highway Patrol to oversee a process that has been criticized as an alarming sign of internal checkpoints becoming commonplace in America.
    Before it was disbanded, Operation TIPS was designed to encourage people who had access to Americans’ homes, such as cable installers and telephone repair workers, to report back to the authorities if they saw anything deemed “suspicious”.
    However, despite the fact it was nixed under the warning that it allowed, “Americans to spy on one another,” TIPS has continued under a myriad of other guises, most notably Janet Napolitano’s See Something, Say Something snitch campaign, which encourages Wal-Mart shoppers to report suspicious behavior.
    As we have repeatedly warned, history shows that governments training citizens to spy on each other is a sign of a society in terminal decay. Such programs never lead to a more secure society, but instead breed suspicion, distrust, fear and resentment amongst the population. The only “benefit” that such programs have ever achieved is allowing the state to more easily identify and persecute political dissidents while discouraging the wider population from engaging in any criticism against the government.
    Telling low paid government workers who, like garbage collectors, aren’t noted for their intelligence, that they are secret terrorist hunters for the state isn’t going to make anything more secure, it’s only going to affirm the fact that the United States is a banana republic decaying from within. If America is going to have an internal spy force watching the behavior of citizens, can’t it at least be professionally organized? I’m thinking KGB or Stasi.
