EXECUTIVE ORDER

ASSIGNMENT OF NATIONAL SECURITY AND
EMERGENCY PREPAREDNESS COMMUNICATIONS FUNCTIONS

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1Policy. The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions. Survivable, resilient, enduring, and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial, and tribal governments; private sector entities; and the public, allies, and other nations. Such communications must be possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.
Sec2Executive Office Responsibilities.
Sec2.1. Policy coordination, guidance, dispute resolution, and periodic in-progress reviews for the functions described and assigned herein shall be provided through the interagency process established in Presidential Policy Directive-1 of February 13, 2009 (Organization of the National Security Council System) (PPD-1).
Sec2.2. The Director of the Office of Science and Technology Policy (OSTP) shall: (a) issue an annual memorandum to the NS/EP Communications Executive Committee (established in section 3 of this order) highlighting national priorities for Executive Committee analyses, studies, research, and development regarding NS/EP communications;
(b) advise the President on the prioritization of radio spectrum and wired communications that support NS/EP functions; and
(c) have access to all appropriate information related to the test, exercise, evaluation, and readiness of the capabilities of all existing and planned NS/EP communications systems, networks, and facilities to meet all executive branch NS/EP requirements.
Sec2.3. The Assistant to the President for Homeland Security and Counterterrorism and the Director of OSTP shall make recommendations to the President, informed by the interagency policy process established in PPD-1, with respect to the exercise of authorities assigned to the President under section 706 of the Communications Act of 1934, as amended (47 U.S.C. 606). The Assistant to the President for Homeland Security and Counterterrorism and the Director of OSTP shall also jointly monitor the exercise of these authorities, in the event of any delegation, through the process established in PPD-1 or as the President otherwise may direct.
Sec3. The NS/EP Communications Executive Committee.
Sec3.1. There is established an NS/EP Communications Executive Committee (Executive Committee) to serve as a forum to address NS/EP communications matters.
Sec3.2. The Executive Committee shall be composed of Assistant Secretary-level or equivalent representatives designated by the heads of the Departments of State, Defense, Justice, Commerce, and Homeland Security, the Office of the Director of National Intelligence (DNI), the General Services Administration, and the Federal Communications Commission, as well as such additional agencies as the Executive Committee may designate. The designees of the Secretary of Homeland Security and the Secretary of Defense shall serve as Co-Chairs of the Executive Committee.
Sec3.3. The responsibilities of the Executive Committee shall be to: (a) advise and make policy recommendations to the President, through the PPD-1 process, on enhancing the survivability, resilience, and future architecture of NS/EP communications, including what should constitute NS/EP communications requirements;
(b) develop a long-term strategic vision for NS/EP communications and propose funding requirements and plans to the President and the Director of the Office of Management and Budget (OMB), through the PPD-1 process, for NS/EP communications initiatives that benefit multiple agencies or other Federal entities;
(c) coordinate the planning for, and provision of, NS/EP communications for the Federal Government under all hazards;
(d) promote the incorporation of the optimal combination of hardness, redundancy, mobility, connectivity, interoperability, restorability, and security to obtain, to the maximum extent practicable, the survivability of NS/EP communications under all circumstances;
(e) recommend to the President, through the PPD-1 process, the regimes to test, exercise, and evaluate the capabilities of existing and planned communications systems, networks, or facilities to meet all executive branch NS/EP communications requirements, including any recommended remedial actions;
(f) provide quarterly updates to the Assistant to the President for Homeland Security and Counterterrorism and the Director of OSTP, through the Co-Chairs, on the status of Executive Committee activities and develop an annual NS/EP communications strategic agenda utilizing the PPD-1 process;
(g) enable industry input with respect to the responsibilities established in this section; and
(h) develop, approve, and maintain a charter for the Executive Committee.
Sec4. Executive Committee Joint Program Office.
Sec4.1. The Secretary of Homeland Security shall establish an Executive Committee Joint Program Office (JPO) to provide full-time, expert, and administrative support for the Executive Committee's performance of its responsibilities under section 3.3 of this order. Staff of the JPO shall include detailees, as needed and appropriate, from agencies represented on the Executive Committee. The Department of Homeland Security shall provide resources to support the JPO. The JPO shall be responsive to the guidance of the Executive Committee.
Sec4.2. The responsibilities of the JPO shall include: coordination of programs that support NS/EP missions, priorities, goals, and policy; and, when directed by the Executive Committee, the convening of governmental and nongovernmental groups (consistent with the Federal Advisory Committees Act, as amended (5 U.S.C. App.)), coordination of activities, and development of policies for senior official review and approval.
Sec5. Specific Department and Agency Responsibilities.
Sec5.1. The Secretary of Defense shall: (a) oversee the development, testing, implementation, and sustainment of NS/EP communications that are directly responsive to the national security needs of the President, Vice President, and senior national leadership, including: communications with or among the President, Vice President, White House staff, heads of state and government, and Nuclear Command and Control leadership; Continuity of Government communications; and communications among the executive, judicial, and legislative branches to support Enduring Constitutional Government;
(b) incorporate, integrate, and ensure interoperability and the optimal combination of hardness, redundancy, mobility, connectivity, interoperability, restorability, and security to obtain, to the maximum extent practicable, the survivability of NS/EP communications defined in section 5.1(a) of this order under all circumstances, including conditions of crisis or emergency;
(c) provide to the Executive Committee the technical support necessary to develop and maintain plans adequate to provide for the security and protection of NS/EP communications; and
(d) provide, operate, and maintain communication services and facilities adequate to execute responsibilities consistent with Executive Order 12333 of December 4, 1981, as amended.
Sec5.2. The Secretary of Homeland Security shall: (a) oversee the development, testing, implementation, and sustainment of NS/EP communications, including: communications that support Continuity of Government; Federal, State, local, territorial, and tribal emergency preparedness and response communications; non-military executive branch communications systems; critical infrastructure protection networks; and non-military communications networks, particularly with respect to prioritization and restoration;
(b) incorporate, integrate, and ensure interoperability and the necessary combination of hardness, redundancy, mobility, connectivity, interoperability, restorability, and security to obtain, to the maximum extent practicable, the survivability of NS/EP communications defined in section 5.2(a) of this order under all circumstances, including conditions of crisis or emergency;
(c) provide to the Executive Committee the technical support necessary to develop and maintain plans adequate to provide for the security and protection of NS/EP communications;
(d) receive, integrate, and disseminate NS/EP communications information to the Federal Government and State, local, territorial, and tribal governments, as appropriate, to establish situational awareness, priority setting recommendations, and a common operating picture for NS/EP communications information;
(e) satisfy priority communications requirements through the use of commercial, Government, and privately owned communications resources, when appropriate;
(f) maintain a joint industry-Government center that is capable of assisting in the initiation, coordination, restoration, and reconstitution of NS/EP communications services or facilities under all conditions of emerging threats, crisis, or emergency;
(g) serve as the Federal lead for the prioritized restoration of communications infrastructure and coordinate the prioritization and restoration of communications, including resolution of any conflicts in or among priorities, in coordination with the Secretary of Defense when activities referenced in section 5.1(a) of this order are impacted, consistent with the National Response Framework. If conflicts in or among priorities cannot be resolved between the Departments of Defense and Homeland Security, they shall be referred for resolution in accordance with section 2.1 of this order; and
(h) within 60 days of the date of this order, in consultation with the Executive Committee where appropriate, develop and submit to the President, through the Assistant to the President for Homeland Security and Counterterrorism, a detailed plan that describes the Department of Homeland
Security's organization and management structure for its NS/EP communications functions, including the Government Emergency Telecommunications Service, Wireless Priority Service, Telecommunications Service Priority program, Next Generation Network Priority program, the Executive Committee JPO, and relevant supporting entities.
Sec5.3. The Secretary of Commerce shall: (a) provide advice and guidance to the Executive Committee on the use of technical standards and metrics to support execution of NS/EP communications;
(b) identify for the Executive Committee requirements for additional technical standards and metrics to enhance NS/EP communications;
(c) engage with relevant standards development organizations to develop appropriate technical standards and metrics to enhance NS/EP communications;
(d) develop plans and procedures concerning radio spectrum allocations, assignments, and priorities for use by agencies and executive offices;
(e) develop, maintain, and publish policies, plans, and procedures for the management and use of radio frequency assignments, including the authority to amend, modify, or revoke such assignments, in those parts of the electromagnetic spectrum assigned to the Federal Government; and
(f) administer a system of radio spectrum priorities for those spectrum-dependent telecommunications resources belonging to and operated by the Federal Government and certify or approve such radio spectrum priorities, including the resolution of conflicts in or among such radio spectrum priorities during a crisis or emergency.

At the 73 min point a caller passes on confidential information which he claims comes from deep inside the government claiming martial law is coming soon and “the country will be shut down”, to be accompanied by use of foreign troops, attack drones, and lockdown of all major cities.

According to the caller, military equipment has been pre-positioned outside all major cities, and foreign troops are located on numerous military bases.

He feels that the next step will occur “very soon”.

There will be a major non-economic event that will be a tipping event.

He says all communications (including internet) and commerce will be shut down for six months.

Anybody without a six month supply of food and water will have problems if this plan is carried out.

The U.S. will go to war with Iran in October according to the “plan”.
The plan also provides for cancellation of November elections.

During the lockdown a new government (North American Union) will be installed under the control of the United Nations. This will be the end of the United States of America as we know it.

Russians Coming To 'Red Flag' At Nellis AFB, Nevada For "Realistic Combat Maneuvers" In October 2012


(Editors Note: There sure seem to be an awful lot of joint US/Russian military drills going on in America lately; what in the world are they preparing for on American soil? The video at the bottom of the story may provide an answer that question.)

"In spring of 2012 it became known that the Russian Air Force is to participate in the Red Flag training exercise in the fall of 2012 together with Americans. From 8 until 19 of October, Red Flag Air Combat Exercise 13-1 will be held at Nellis Air Force Base, Nevada (the exercises are numbered in accordance with the fiscal years, and exercise in the fall will be number one in the 2013 fiscal year). Like India, who participated in the Red Flag several years earlier using its Russian-made SU-30 MKI, Russia will get a chance this year to test its aircraft in realistic combat maneuvers with USAF aircraft. 



The Russian Federation Air Force will be coming to Nellis AFB, Nevada, to participate in the US Air Force's Red Flag (13-1) exercise. How the world has changed... This would have been absolutely unthinkable even a few years ago. It's actually kinda bizarre now... But at the same time, kinda awesome.

The questions I have are:  Will the Russians play the part of Red Air? It will certainly be interesting to see how the Russians react to the US interpretation of their tactics and doctrine... Also, I have to wonder how the Russian play-acting/dress-up the 64th and 65th Aggressors do will go over...

We have seen Obama steadily assume dictatorial powers over apathetic Americans in just three and a half years. General Boykin is troubled by Obama’s promise of a “Civilian National Security Force.” Boykin says the formation of such a force is included in the thousands of pages of the Obamacare Law, AKA: “The Patient Protection and Affordable Care Act.” Boykin says such a police force would be at Obama’s disposal and is similar to national police forces socialist tyrants used to complete their revolutions.
Then—there is the expected drive by Obama to regulate private gun ownership within the US, plus the nationalization of some leading industries, and even stricter regulation of key financial sectors of the US economy—and a pattern begins to emerge.
Boykin says all these moves by Obama fit the model used by societies when they move to Marxism.

George Soros is financing the fight to give the United Nations control of your guns.

Through his Media Matters organization, Soros is dumping pro-UN gun control propaganda into the mainstream media to coincide with the United Nations Conference on the Arms Trade Treaty being held in New York July 2–27.
In a blog post published on July 3, Timothy Johnson of Media Matters describes the notion that the United Nations would ever try to take away the right of Americans to keep and bear arms “laughable.”
Johnson goes on to promote the passage of the UN’s Arms Trade Treaty (ATT) as a means of “curtailing the illicit arms trade” and thus cracking down on those who use these weapons to deny others their “human rights.”
The blog post assures citizens concerned about the potential eradication of the rights guaranteed in the Second Amendment to the Constitution that they have nothing to fear from the UN’s gun control treaty.
Top officials from the United Nations, the United States, and other high profile supporters have repeatedly and clearly said that the treaty does not aim to restrict anyone’s “freedom to own” a gun.  Indeed, the UN General Assembly’s resolution on the treaty makes clear that countries will “exclusively” maintain the right within their borders to “regulate internal transfers of arms and national ownership, including through national constitutional protections on private ownerships.”
Constitutionalists will instantly notice a couple of red flags raised by Media Matters’ word choice.
First, there need be no quotation marks around the phrase freedom to own a gun. Americans should enjoy the unqualified right to bear arms and it is not some antiquated idea or some unicorn-like mythical creature that requires special punctuational treatment. Americans are well aware that an unarmed citizenry is easier to subdue and will rightly resist all efforts to abridge that right.
Second, the citizens of the United States do not need the permission of the United Nations to maintain the “exclusive” right to own a gun. This right, as with all others protected by the Constitution and the Bill of Rights, comes from God, not man, and may be neither given nor taken away by any government.
Undaunted, however, Soros will continue to use his mouthpieces to promote the globalist agenda, including the incremental dismantling of the U.S. Constitution and the sovereignty it protects.
The current draft of the ATT mandates that the governments of member states petition the United Nations for approval of any contract to sell weapons to any nation where there exists a “substantial risk of a serious violation” of human rights.
While the end of reducing the abuse of human rights is laudable, the means to achieve that cannot lawfully include the requirement that the Congress of the United States ask for permission from the UN overlords before it passes a law, including one authorizing the sale of arms to another country. That is a direct assault on American legislative sovereignty, and an indirect attack on the sovereignty of the American people who elect the members of Congress who vote on such measures.

In the text of the ATT, the United Nations specifically calls for the passage of a legally binding instrument that will impose international standards for the ownership, trade, and transfer of weapons.
In another section the ATT includes “controls on a comprehensive list of weaponry, including small arms and light weapons.” Predictably, all these controls are couched comfortably in talk of “human rights” and ending senseless killings by rogue regimes.
In order to avoid being labeled a “human rights abuser,” the United States (along with all member states) is ordered by the UN to comply with the ATT. To compel this compliance, the ATT empowers the UN to force Congress to:
• Enact internationally agreed licensing requirements for Americans
• Confiscate and destroy unauthorized firearms of Americans while allowing the U.S. government to keep theirs
• Ban the trade, sale, and private ownership of semi-automatic guns
• Create and mandate an international registry to organize an encompassing gun confiscation in America
On this point, in 2011, the UN’s General Assembly declared “that disarmament, arms control and non-proliferation are essential.” In other words, if world peace, the protection of human rights, and the disarming of violent regimes could be achieved through the confiscation of personal firearms, then so be it.
Make no mistake, however, Soros and his fellow globalist gun controllers don’t have in mind (at least at first) to march blue-helmeted UN soldiers into the homes of Americans with orders to seize their guns and ammunition. Rather, through the passage of binding international treaties and UN resolutions, they will force the national governments of the world to do the dirty work for them.
Sadly, officials of our own federal government, including President Obama, are pushing Congress to sign off on this treaty.

Secretary of State Hillary Clinton has announced that the Obama administration is working with the UN to lean on Congress to consent to the ATT.
Clinton has pushed the treaty as an “opportunity to promote the same high standards for the entire international community that the United States and other responsible arms exporters already have in place to ensure that weaponry is transferred for legitimate purposes.”
There is little doubt that the scope of those “legitimate purposes” will be determined by Soros, Clinton, Obama, and the rest of the globalist gang who have much to fear from an armed and educated citizenry.
For now, the resistance to ratification of such a treaty is strong in the United States. Last July Senator Jerry Moran (R-Kan.) and 44 other senators sent a letter to President Obama and Secretary Clinton encouraging them to stop pushing for passage of UN gun control treaties. In the letter, Moran wrote:
Our country’s sovereignty and the Second Amendment rights of American citizens must not be infringed upon by the United Nations. Today, the Senate sends a powerful message to the Obama Administration: an Arms Trade Treaty that does not protect ownership of civilian firearms will fail in the Senate. Our firearm freedoms are not negotiable.
George Soros, through his Media Matters outlet, promises that “U.S. gun owners have nothing to fear” from the ATT or from similar UN agreements to restrict the manufacture, transfer, and possession of firearms. The globalists’ only goal, they maintain, is “the maintenance of international peace and security.”
For those whose fears are assuaged by such gentle words, we offer this competing comment from Benjamin Franklin written in a letter penned in 1755: “Those who would give up essential Liberty, to purchase a little temporary Safety, deserve neither Liberty nor Safety.”

    In addition to revealing how the federal government and the Pentagon will respond to civil disturbances – in violation of the 1878 Posse Comitatus Act – the United States Army Military Police School’s Civil Disturbance Operations document instructs the military to confiscate weapons from American citizens.
    Earlier today, Paul Joseph Watson examined how the military will be used to “quell riots, confiscate firearms and even kill Americans on U.S. soil during mass civil unrest.” The military course document outlines how military assets will be used to “help local and state authorities to restore and maintain law and order” in the event of mass riots, civil unrest or a declaration of martial law.
    The document instructs soldiers to deny Americans – specifically, “rioters” and “dissidents” – the right to exercise the Second Amendment during a government declared “civil disturbance”:
    A main consideration in the conduct of civil disturbance operations is to prevent liquor, drugs, weapons, and ammunition from falling into the hands of rioters. Therefore, liquor stores, drug stores, sporting good shops, pawn shops, and hardware stores are main targets for looters and must be kept under close observation by means of foot and motorized patrols. Normally, businesses of this type must be identified in advance and included in emergency plans. (Emphasis added.)

    Moreover, the document instructs soldiers to protect “control force personnel and civilian dignitaries in the disturbed area” from the violent behavior of “radical or extremist elements” by denying access to “armories, arsenals, hardware, and sporting good stores, pawnshops, and gunsmith establishments, or other places where weapons or ammunition are stored. To conserve manpower, consideration may be given to evacuating sensitive items, such as weapons from stores and storing them in a central facility.”
    In other words, during martial law or a government declared civil disturbance in reaction to “radical or extremist elements,” guns will be confiscated and held by the military.
    In 2005 in the aftermath of Hurricane Katrina, the New Orleans Police, National Guard troops, and U.S. Marshals confiscated firearms. "Guns will be taken. Only law enforcement will be allowed to have guns,” New Orleans Police Superintendent Eddie Compass declared as he prepared to violate the Second Amendment. The National Guard conducted warrantless house-to-house searches in direct violation of the Fourth Amendment.

    Katrina served as a beta test and was codified in course material the following year by the Pentagon and published in Civil Disturbance Operations document (released in April of 2006). The instructional document, however, does not use a natural disaster as a premise to confiscate constitutionally-protected firearms, but rather "civil disturbance planning" as did earlier documents under Operation Garden Plot, otherwise known as United States Civil Disturbance Plan 55-2.
